INTRO

The PHAI is a federal initiative to clean-up low-level radioactive wastes situated in the Municipality of Port Hope and the Municipality of Clarington. The project involves remediating several contaminated sites to established clean-up criteria and consolidating the wastes in a new engineered mound (one in each community).  The project is sponsored by Natural Resources Canada (NRCan), and the project delivery is led by CNL.

The Project Control Coordinator (PCC) is an intermediate level project control position.  The PCC takes a lead role in the establishment of project management systems used for the planning and control of projects.  The PCC has the responsibility for the production and updating of Work Breakdown Structures, project schedules, cost estimates, and various control databases. S/he performs analysis, progress monitoring and reporting. The PCC reports to the Project Lead – Scheduling, Information and Data Management. The PCC interacts daily with work package leaders, gathering and analyzing critical project performance information, investigating variances and initiating corrective action. The PCC may take a lead in the preparation of scope, schedule and cost management plans, writing reports, chairing meetings and delivering presentations.  The PCC may be required to supervise more junior staff, assume leadership roles in peer groups and take on other duties as assigned

 

DUTIES

  • Coordinate the scope definition and prepare the Work Breakdown Structure (WBS)

  • Work in the preparation and maintenance of baseline and working project schedules, and control of schedule changes

  • Analyze the schedule performance of the Port Hope project, determine variances, monitor trends, recommend improvements, take corrective actions and implement changes

  • Work closely with the PHAI Project & Program Costs team in order to obtain actual cost expenditure information and measure project progress performance using Earned Value Analysis

  • Work closely with the Project Lead, who is in charge of risk/change management, in application of risk/change management process to the Port Hope project

  • Coordinate and control changes to scope and cost and ensure related approval and configuration management documentation is in place before baselines are adjusted

  • Coordinate the production and maintenance of risk registers

  • Perform schedule, cost and/or risk analysis when required

  • Coordinate the resource and cost loading of schedules

  • Support Project team in the planning and control framework, including definition of the hierarchies, coding and account structures required for tracking, analysis and performance measurement

  • Prepare tools, templates, and procedures related to project planning; assuming leadership role within peer working groups

  • Verify the legitimacy of changes, identify variances, and recommend corrective actions

  • Support Project & Program Costs team in the cost estimating and budgeting processes when required

  • Chair/participate in project review meetings and make presentations of project information

  • Prepare Monthly Project Report (MPR), Project Performance Report (PPR) and review with Project Manager and present where necessary

Requirements

QUALIFICATIONS

University degree or college diploma in a relevant field from an accredited school and a minimum of 4-6 years of progressively more responsible work experience in Project Management

  • Demonstrated knowledge of project management principles and processes, as recognized by the Project Management Institute (PMI), and a proven ability to apply this knowledge in the project control of large and complex undertakings, especially those related to scope, schedule, cost, risk, and change control

  • Designation as Project Management Professional (PMP) is desirable

  • Formal Project Management training would be an asset

  • Advanced-intermediate level capability in the development of project schedules

  • Proven ability to conduct variance analysis on schedule and cost performance

  • Knowledge of Earned Value Analysis

  • Working knowledge of the computer-based applications used for project management purposes (i.e., Primavera or Microsoft Project, Microsoft Excel, Microsoft Word, Microsoft Outlook,etc.)

  • Project cost management experience

  • Project risk management experience and/or knowledge would be a strong asset

  • Strong awareness of safety

  • Previous supervisory experience and training and good reputation for motivating others to perform to expectations would be an asset
