Canadian Nuclear Laboratories (CNL) is Canada’s premier nuclear science and technology (S&T) organization. CNL operates the Port Hope Area Initiative (PHAI), which is a federal initiative to clean-up low-level radioactive wastes situated in the Municipality of Port Hope and the Municipality of Clarington. The project involves remediating several contaminated sites to established clean-up criteria and consolidating the wastes in a new engineered mound (one in each community).

The project scope of the ISRP involves the remediation soils containing industrial contaminants from a number of municipal sites in Port Hope, Ontario. Sites include a large industrial pier, a lot that was the site of a former coal gasification plant, a man-made lagoon containing waste deposited by former paint pigment plant, and municipal lands with buried sanitary wastes, and industrial wastes from a cast-iron bathtub factory.  

The Project Lead on the ISRP will be responsible for implementing the best project management practices to successfully deliver the project safely, on schedule and on budget. This will include:

  • Develop specifications and tender / RFP packages
  • Work closely with the municipality and various regulators.
  • Work with consultants on the development of various assessments, delineations, Risk Assessments, Record of Site Condition, etc.
  • Review and direct the development of contractor work plans and procedures
  • Manage and oversee the contractor’s execution of the scope
  • Identify project risks, problems and challenges and develop solutions.
  • Evaluate project changes and make recommendations to Project Manager
  • Report on project performance and provide written and verbal updates and reports.
  • Provide leadership and coaching to more junior members of project team.
  • Maintain effective working relationships with contractors, consultants, municipality, county, local stakeholders and other contributing parties
  • The Project Lead reports to the Manager of Highland Drive Landfill and Industrial Sites Projects.


  • Developing/leading the execution of Project Plans
  • Defining scope of activities, setting priorities, evaluating and managing risks and monitoring performance
  • Organizing the work and activities of a moderate number of resources to accomplish project deliverables in accordance with project expectations;
  • Demonstrated ability to comprehend and relay information concisely and accurately.
  • Nurturing and maintaining constructive and cooperative working relationships with a moderate number of internal and some external contacts;
  • Building and sustaining moderately-sized teams; typically between 2 and 8 contracted, seconded, or CNL employees
  • Must have the ability to work, plan and prepare own work schedule; develop, measure and assess goals; manage time, all under demanding and diverse situations.
  • Good judgment, solve problems and obtain and analyze data.
  • Understanding of business and management principles involved in project planning, budgeting and resource allocation, leadership techniques, and coordination of resources.
  • Understanding of procurement and financial processes. Good knowledge and demonstrated experience in application of negotiation skills;
  • Good knowledge and demonstrated experience in application of contract administration and construction oversight to effectively manage the output of external suppliers.
  • Works with minimal supervision and direction. Must be self-motivated to achieving desired objectives through deliberate planning and execution of work tasks.
  • Advanced knowledge of MS Office software and experience with the project management software, tools and practices used to plan, execute and control projects.
