INTRO

On behalf of its client, Atomic Energy of Canada Limited (AECL), Canadian Nuclear Laboratories (CNL), at its Historic Waste Program (HWP) Management Office in Port Hope, implements federal programs and projects related to the safe management of historic low-level waste (LLW) across Canada. The scope of work includes characterization, cleanup and interim remedial work at historic waste sites in Canada as well as the construction, operation and environmental monitoring of waste storage facilities.

The Project Coordinator reports to the Manager, NTR/GTA in the Major Projects department at the HWP Management Office. The Project Coordinator is essential to the planning and execution of project and program activities for the NTR/GTA including site characterization, remediation, monitoring and maintenance at sites along the Northern Transportation Route (NTR) and in the Greater Toronto Area (GTA).

The purpose of the Project Coordinator role is to assist in managing the delivery of NTR/GTA scope components of the NTR/GTA in order to meet schedule, cost, quality and safety objectives set by the Manager, NTR/GTA. In general, this involves planning, executing, controlling, reporting on and closing out projects. These sub-projects and scope components are characterized as involving moderate financial commitments, and having multiple work packages, involving multiple interfaces to manage including contractors, consultants, municipal, federal, regulatory, public and property owner stakeholders. 

DUTIES

  • The Project Coordinator is part of the Major Sites team at the HWP Management Office and interacts with property owners, contractors, survey and design consultants and other contributing parties involved in the development, planning and implementation of the management of historic LLRW in communities along the NTR and in the GTA.
  • The Project Coordinator assists in preparing/reviewing various project documents including Technical Scope of Work, Statement of Work, project schedules, and project budgets.
  • The Project Coordinator prepares status updates and tracks activities as part of project management and corporate reporting requirements.
  • The Project Coordinator prepares, and also reviews contractor submittals of, schedules, Standard Operating Procedures, reports, costs/ invoices, etc. and ensure scope requirements are met.
  • The Project Coordinator reviews consultant submissions of technical studies and detailed reports, to ensure high quality (technical accuracy and appropriateness) and consistency with formats/requirements to CNL technical documentation standards.
  • The Project Coordinator completes research, provides expert advice and leads the development of practical and economical solutions to specific technical problems encountered by projects.
  • The Project Coordinator monitors technical progress on engineering and design work activities, studies and contracts, against standards, objectives and specifications.
  • The Project Coordinator prepares work plans and implements them, through both contract and field oversight.
  • The Project Coordinator prepares complex reports and specifications subject to review by members of the HWP NTR/GTA team, including the Manager, NTR/GTA.
  • The Project Coordinator monitors deliverables for technical accuracy and adequacy, checks calculations, and assesses need for potential changes in scope, cost, schedule or quality.
  • The Project Coordinator gains familiarity with commercial, business and administrative procedures such as change orders and contracts.
  • The Project Coordinator researches information and provides input to assist the Manager, NTR/GTA in important technical matters and assists in the identification and scoping of project deliverables and associated cost projections.
  • The Project Coordinator works closely with HWP Management Office staff to confirm progress, assure alignment and resolve problems.
  • The Project Coordinator completes other duties as assigned by the Manager, NTR/GTA.

Requirements

QUALIFICATIONS

  • The Project Coordinator should hold a university degree in engineering or have equivalent combination of education and experience resulting in knowledge of relevant subject matter areas.
  • The candidate should have a minimum of four years engineering, environmental remediation, construction or related work experience and capability in supporting project teams or providing input to design teams in the development of concepts and preliminary designs.
  • Work experience on remediation projects is an asset.
  • Registration or eligible for membership in a provincial engineering association, Project Management Professional, or equivalent, is desirable.
  • Work experience in nuclear or radiation industries is an asset.
  • The Project Coordinator will maintain a high level of creative thinking and keep abreast of developments and technologies in the field, including applicable codes and standards related to HWP Management Office activities.
  • The Project Coordinator has knowledge of engineering procedures and practices, organization and quality processes.  The Project Coordinator has a good understanding of compliance program requirements.  The Project Coordinator is also knowledgeable of procurement practices and has some experience in contract management.
  • The Project Coordinator should have a knowledge of project management principles (scope, schedule, time, quality, risk), and hands-on experience in the management of activities during the various phases of environmental remediation projects (i.e., concept, design, procurement, construction, commissioning, operation and decommissioning).
  • This team player must have superior interpersonal, verbal communication and technical writing skills as well as the ability to work effectively with personnel of varying disciplines.
  • The Project Coordinator should be proficient in Microsoft Office applications (e.g., Word, Excel, Project, etc.).
