THE OPPORTUNITY

The Associate Vice-President, Strategy (AVP, Strategy) is accountable to the Vice-President, Advancement & International for leading the integrated planning and reporting process at Saskatchewan Polytechnic.

 

With alignment to the Saskatchewan Government’s Growth Plan, Saskatchewan Polytechnic is currently undergoing the development of its Strategic Plan to chart the institution’s course for the next 10 years. The AVP, Strategy leads the collaborative development of this plan and assists with the execution.

 

The AVP, Strategy will lead and manage the development, implementation and maintenance of Saskatchewan Polytechnic’s strategic plan; balanced scorecard management framework; institutional measures and targets; institutional and corporate reporting requirements; integration of planning with risk management; the annual multi-year business plan; institutional continuous improvement; and the institutional privacy office.

 

This office, under the direction of the Vice-President, Advancement & International, is a key resource to the board of directors and senior management in planning and reporting, and will lead in collaboration and engagement with multiple levels of internal and external stakeholders.

 

Based at one of Saskatchewan Polytechnic’s locations (ideally Saskatoon), the AVP, Strategy is accountable for creating a structured framework, processes and system to ensure Saskatchewan Polytechnic meets its strategic goals. This office provides direct leadership over the departments of Governance and Privacy, Institutional Research and Analysis, Enterprise Risk Management, Balanced Scorecard, Enterprise Project Management, Continuous Improvement and Strategy Execution. There are four direct reports, including the Executive Assistant to the Associate Vice-President.

 

The AVP, Strategy is required to travel to all Saskatchewan Polytechnic campuses for meetings and administrative responsibilities, as well as occasional travel provincially and nationally to represent Saskatchewan Polytechnic at meetings, committees or boards.

 

Specific Accountabilities:

The incumbent provides leadership in developing, enhancing and implementing a wide variety of planning and reporting functions including metrics and risk identification that are aligned with the overall strategic goals of Saskatchewan Polytechnic and is accountable for the following:

 

Strategy Management Leadership

Align strategic planning and governance initiatives and activities with Saskatchewan Polytechnic’s mission, vision and strategic business objectives.

 

Lead all major Saskatchewan Polytechnic-wide planning initiatives.

 

Provide direction in implementing policies, guidelines, processes and practices that govern all aspects of strategy management throughout the institution.

 

Provide leadership in developing key performance indicators to measure strategic outcomes.

Ensure a common structure and coordination of strategy management through all Saskatchewan Polytechnic locations.

 

Provide corporate leadership in the implementation of an accountability framework and performance reporting system/process.

 

Strategic Planning

In partnership with Finance, leads the development of the Multi Year Business Plan and the Capital Plan.

 

Champion divisional priorities as set out in the operating and capital plan and work with the leadership team in pursuit of these objectives.

 

Ensure plans are aligned with the Saskatchewan Polytechnic strategic plan and directions set by the Saskatchewan Polytechnic board of directors and senior management council.

 

Monitor and adapt the divisional strategic plan to ensure agility in the face of emerging trends, changing priorities and changing needs of key stakeholders.

 

Oversee all divisional operations and implement processes to increase operational efficiency.

 

Relationship Management

Internal:

Work closely with the President, Vice-President Advancement & International, Provost & Vice-President, Academic, CFO & Vice-President Administrative Services, Associate Vice-Presidents, Deans and Directors to facilitate a process so that strategy execution gets accomplished in an integrated fashion across the organization.

 

Build and maintain relationships among the various strategy management units.

 

Build and maintain relationships across both academic and administrative divisions.

 

Participate and contribute to Saskatchewan Polytechnic’s operational effectiveness in a wide range of strategic, operational and professional decisions through committees or councils.

Build and maintain relationships across both administrative and academic divisions.

 

Address and/or respond to strategy issues and questions at sub committees of the Saskatchewan Polytechnic board, and occasionally at Saskatchewan Polytechnic board meetings.

 

 

External:

Liaise with government ministries to share planning priorities.

 

Engage external industry/community stakeholders to determine perspectives on Saskatchewan Polytechnic direction and communicate Saskatchewan Polytechnic’s planning priorities.

 

Engage consultants as appropriate for coordinating surveys and/or facilitating planning processes.

 

Develop and maintain relationships with external agencies, vendors, educational and government organizations, polytechnics, colleges and universities, to remain current with their plans and directions and seek collaboration and partnership opportunities as appropriate.

 

Represent Saskatchewan Polytechnic on national, provincial and international committees and boards as required.

 

People Management

Ensure a positive, diverse, inclusive and balanced work and professional development environment.

 

Sets clear performance standards and goals for the division.

 

Ensure workforce planning activities are conducted within the division.

 

Provides leadership and expertise by acting as a resource and coach to senior professionals and staff on performance issues and professional development opportunities to enhance performance to enable direct reports to achieve their accountabilities.

 

Ensure the effective use of HR policies and procedures including recruiting, selecting, training, developing, motivating and evaluating employees.

 

Ensure people management issues within the Strategy division are addressed in a timely manner while ensuring compliance with the collective agreement and Saskatchewan Polytechnic policies.

 

Develop and communicate clear performance objectives for direct reports. Monitor direct reports and hold them accountable with collective agreements and Saskatchewan Polytechnic policies.

 

Provide mentorship, coaching and development.

 

Resource Allocation

Ensure resource allocation for all programs and services are aligned with the MYBP and Capital Plan.

 

Develop and manage both operational and capital budgets in accordance with divisional objectives; monitors the division’s progress in meeting divisional objectives, project plans and priorities as set in the operating and capital plan.

 

Develop innovative solutions to resource challenges while ensuring alignment with and support of Saskatchewan Polytechnic’s strategic goals

 

Provide monthly and ad hoc reports to the Vice-President, Advancement & International as required.

 

Risk Assessment and Management

Identify, assess and manage risks in the planning processes completed within the division.

 

Ensure accountability and transparency of the division’s activities, information and reports.

 

Ensure compliance with federal and provincial laws, regulations, Saskatchewan Polytechnic policies and collective agreements.

 

Ensure the general safeguarding and stewardship of all resources within the division.

LOCATION

The successful candidate may reside in Saskatoon (preferred) or Regina. Travel is required on a regular basis between the four campuses. A relocation package will be provided as required.

Requirements

THE PERSON

 

A graduate degree in business, education or a related discipline; consideration may be given to a bachelor degree and extensive relevant experience.

A minimum of five years’ experience in strategy management, as well as senior level management experience with a demonstrated history of developing and leading high-performance teams.

A strong affinity for metrics and data analytics. Direct experience with Balanced Scorecard methodology and Tableau as well as a PMP designation is an asset.
