Position Summary

An individual will be hired EITHER as a Business Project Manager or a Business Program Manager who is most closely aligned to the following criteria and is able to recognize how strategies, decisions, and business situations impact outcomes to maximize value added to the organization. 

Business Project Manager:

Responsible for leading the implementation of the City’s strategic initiatives by providing project management services as assigned through the Project Management Office. Projects will range from moderate to high complexity, with impact across one or multiple business functions. The Project Management Office primarily manages the implementation of projects within the Capital Improvement Program, focusing on horizontal and vertical construction projects.

Business Program Manager:

Responsible for overseeing and providing program/project management and internal consulting services from within the Project Management Office to the organization on high-profile projects of moderate- to high-complexity, with impact across multiple business functions. The Project Management Office primarily manages the implementation of projects within the Capital Improvement Program, focusing on horizontal and vertical construction projects.

Essential Job Functions

Business Project Manager:

  • Under general supervision, plan and perform in a variety of roles including project manager and change management facilitator.
  • Manage and participate in multiple projects simultaneously of moderate to high-complexity.
  • Monitor and lead cross-functional project teams in developing project scopes, budgets and cost estimates, timelines (and phasing plans), deadlines and checkpoints, and resource requirements. Utilize and maintain the Project Management Information System (PMIS) with applicable project information.
  • Develop and maintain visibility tools such as schedules, issues logs, dashboards and performance metrics to hold the teams accountable for delivery of projects.
  • Coordinate with team members, contractors, and consultants to produce project deliverables and intended results. Manage conflict and negotiations amongst team members.
  • Promote strategic thinking in identifying possible solutions to project issues. Facilitate continuous improvement initiatives and make recommendations to project champion and steering committees.
  • Guide project team in the application of tools and techniques of project management and methodologies, goals, strategies and business practices.
  • Gather business requirements for projects. Meet with users to define and assess needs, recognizing business or process problems and discerning their root causes. Document recommendations in accepted format to communicate to subject matter experts, or management best practices to achieve desired outcomes.
  • Conduct research and analysis on assigned issues, policies, strategic plans, etc. Prepare and deliver study results including final recommendations for response or implementation.
  • Prepare and present written and oral briefings for City Manager’s Office, City Council, and other stakeholders on a regular basis.

Business Program Manager:

  • Under limited supervision perform in a variety of roles, including project manager, program manager, change management specialist, mentor and management consultant, over a wide range of subject matter and disciplines with an emphasis on capital construction projects.
  • Responsible for developing and managing a program of inter-related projects with direct supervision over program resources and budget; independently execute decisions within program parameters.
  • Coordinate implementation and manage performance of a portfolio of inter-related projects to ensure successful delivery of overall program goals and intended results. Develop and maintain visibility tools such as dashboards and performance metrics to hold the teams accountable for delivery of projects.
  • Manage multiple high-profile, highly complex projects and programs simultaneously: initiating, planning, monitoring and leading cross-functional project teams through all phases of the project life cycle. For individual projects, may develop and document project scope, governance, cost estimates, phasing, deadlines and checkpoints. Utilize and maintain the Project Management Information System (PMIS) with applicable project information.
  • Collaborate and interact with the public, contractors, consultants, and other departments to diffuse high tension situations to produce agreements, equitable solutions, and to manage expectations.
  • Provide strategic leadership by proactively assessing project and organizational business needs, recognizing business or process problems and discerning their potential causes. Champion solutions and initiatives to senior management from idea conception to approval and execution.
  • Mentor others in the approaches, tools and techniques of business practices and project management. Provide guidance in designing program/project procedures, communications, documentation and related deliverables. Monitor process and deliverable quality on select projects and programs.
  • Consult with senior management on new strategies, best practices, and program incubation. Guide research and analysis on other issues, policies, and plans as assigned. Prepare and deliver study results, including final recommendations for response or implementation.
  • Prepare and present written and oral briefings for City Manager’s Office, City Council, and other stakeholders on a regular basis.

Minimum Education & Work Experience

Business Project Manager:
Four-year college degree
4 years related experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Business Program Manager:
Four-year college degree
7 years related project management experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Knowledge - Abilities & Skills

Business Project Manager:

Education/ Experience:

  • Certified or ability to obtain certification within 6 months of employment as a Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified Construction Manager (CCM), or professional equivalent
  • Master’s degree in Public Administration, Business, Urban Planning, Construction Management or related area
  • 4-6 years experience in design and construction projects, Business Analytics, Public Administration, Urban Planning or related area

Knowledge, Skills & Abilities:

  • Comprehensive knowledge in the fields of bond programs or capital construction projects, land development, continuous process improvement and managerial concepts
  • Demonstrated skill in project management
  • Skill in change management approaches and methods
  • Skill with information technology and Project Management Information Systems
  • Skill in research, analysis, and data measurement techniques and tools
  • Skill in reading design drawings and specifications
  • Strong analytical and problem solving skills
  • Ability to present information in an organized, logical manner and ensure execution as expected for all core functions
  • Excellent verbal and written communication skills with the ability to influence and gain buy-in at all levels of the organization
  • Efficient time management skills with the ability to adapt to changes in initiatives and requirements and prioritize workload accordingly
  • Proficient skill with MS Excel, Word, Outlook, and PowerPoint
  • Ability to work independently and as part of a team

Business Program Manager:

Education/ Experience:

  • Master’s degree in Public Administration, Business, Urban Planning, Construction Management or related area
  • 5 years experience in a project lead / management role
  • Experience with consulting or project management at the Enterprise level
  • Certified or ability to obtain certification within 6 months of employment as a Project Management Professional (PMP), Program Management Professional (PgMP), Certified Construction Manager (CCM), or professional equivalent
Knowledge, Skills & Abilities:     
  • Extensive knowledge in the fields of land development, bond programs or capital construction projects, business managerial concepts and municipal administration
  • Demonstrated skill in project and program management
  • Demonstrated skill in change management approaches and methods
  • Skill with information technology and Project Management Information Systems
  • Skill in reading design drawings and specifications
  • Skill in research, analysis, and data measurement techniques and tools
  • Ability to mentor and develop others

Licenses & Certifications

Business Project Manager:
Valid Class C Texas driver's license
Project Management Professional (PMP) Certification, Certified Associate in Project Management (CAPM), Certified Construction Manager (CCM) or professional equivalent is preferred

Business Program Manager:
Valid Class C Texas driver's license
Project Management Professional (PMP), Program Management Professional (PgMP), Certified Construction Manager (CCM), or professional equivalent is preferred
