Business Project Manager – Operations and Policy Analyst 3
Highway Division – Strategic Business Services

Join our innovative Strategic Systems and Data Management Unit as the business project manager and lead in developing and implementing technology and business process improvement projects and initiatives, long-range plans, goals, objectives, and communication planning. This position will evaluate ODOT Project Delivery programs, information systems, and operational data to formulate, launch, and develop policies, processes, procedures, and information systems and technological solutions with the goal of ensuring the success of ODOT's ProjectWise program. Key focuses include:
  • Organizational development, technology implementation, process improvement and change management.
  • Policy guidance and leadership across business lines to integrate engineering, project management, and content management business processes.
  • Performing business analysis to support diverse, multi-discipline stakeholders, cross-functional teams, and consultants for statewide and enterprise-level projects.
  • Evaluation of business practices and recommendations resulting from process or organizational change.
  • Developing communication strategies and informational actions, campaigns, and programs.

The successful candidate will become part of the state's management team.
Duties and Responsibilities:
  • Initiate ODOT ProjectWise projects including obtaining authorization and stakeholder commitments, and demonstrating a business need and project feasibility.
  • Develop and manage project charter and master project plans.
  • Prepare and recommend project budget and spending plan related to projects.
  • Manage project scope, schedule and budget.
  • Plan, organize, and assign project work items to cross functional project team members, including ODOT staff and contractor staff.
  • Provide functional guidance to Transportation Application Development and Highway Division IT staff for IT improvement projects.
  • Develop overall communication strategy for information system and business change projects.
  • Develop project and program risk management plans.
  • Collaborate with stakeholders from different business lines, agencies, and jurisdictions to define and ensure organizational process and system requirements are met.
  • Analyze and design systems that change and re-engineer business processes.
  • Define and document business and technology system requirements, integrating business needs from multiple stakeholders.
  • Coordinate the implementation of ProjectWise initiatives and evaluate projects and initiatives to ensure results meet our goals.
Desired Attributes/Application Scoring Criteria: In addition to your related work experience and education, we will use the attributes below to determine whom to interview.   • Experience as an information technology or business process improvement project manager, particularly with multi-divisional enterprise projects.
  • Experience managing information technology software projects with direct oversight responsibility for gathering and validation of business and system requirements, system design or configuration, coding and/or customization, testing, and implementation phases.
  • Experience with Microsoft Project or other project management tools.
  • Project Management Professional (PMP) certification from the Project Management Institute (PMI), Oregon Project Management Certification Program (OPMCP) certification or other project management certification.
Working Conditions:
  • Work is performed in a typical open office environment and continuous use of computer and office equipment is required.
  • Flexible work hours with occasional extended workdays and evening meetings or events. Overtime may be required.
  • Work may involve high stress/conflict situations stemming from competing priorities or differing organizational mandates and agendas.
  • Occasional field work and regional travel may be required. Travel may include out-of-state or overnight travel.
  • May be required to lift up to 30 pounds. 


Minimum Qualifications:
A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and four (4) years professional-level evaluative, analytical and planning work related to business process change or information technology project management.
Any combination of experience and education equivalent to seven (7) years of experience related to business process change or information technology project management.
