The Capital Assets Manager will manage the University’s planning process for short- and long-term investment in capital assets. This position will serve as the University’s point of contact regarding Capital Assets financial reporting on campus, inclusive of facilities renewal and new construction projects.  They will manage, monitor, and track the ten-year capital investment plan and develop related processes, while reporting on project financials and status through relationships with the Office of Facilities, University Accounting Office and University Budget Office and other professionals as required, to fulfill project objectives, including timeliness of delivery and budget parameters.

 
Responsibilities and Duties
 
  • Review and monitor forecast debt and capital spending for long range financial planning.
  • Develop financial models to capture long range debt and capital position enabling forecast informed strategic decision making.
  • Review, organize and maintain various project tracking documentation, proposal requests, liability reports, and change orders utilizing financial systems, and other data warehouses. 
  • Review monthly USM reports for MCCBL and revenue bonds with University Accounting to ensure accuracy.
  • Assist and advise on any capital project implementation in future Oracle modules.
  • In collaboration with University Budget Office, Accounting and Facilities, develop inclusive Capital projects budgets to be adhered to and monitored by Facilities. 
  • Ensure budgetary parameters are adhered to and compliant with applicable regulations. 
  • Responsible for advising on actual spending versus budget projections, tracking real time balances.
  • Assist with developing the approval process for Capital Asset project requests, inclusive of facilities renewal and new construction projects, to include formal authorization channels and documentation.
  • Maintain ownership of all approved project documentation and deliverables. 
  • Review projects to ensure proper set up in ERP system.
  • Lead the University Space Committee planning initiatives with university leadership.   
  • Act as a budget liaison for the UMB Service Center Procurement Office with all active capital projects managed by the service center.
  • Develop a post project audit process to review return on investment and deliverables as compared to project plans.
  • Track progress of each project against goals, approved budgets, approved timelines, and report any variances.
  • Produce monthly reports across budget lines.
  • Communicate completed projects to appropriate accounting staff. 
  • Other duties as assigned.
 
Qualifications and Skills
 
  • Bachelor's Degree and five or more years of work experience.
  • Accounting experience with fixed assets, revenue bonds and all related accounting.
  • An understanding of Capital debt, preferably within Higher Education and/or within a State agency.
  • Advanced skills in use of Excel with a demonstrated ability to work with large datasets in Excel and related software.

Preferred Qualifications

  • Construction Project management experience and experience in design, contracting or construction industry of at least five years.
  • Experience with large scale Capital projects of $100M+
  • Experience with Capital projects within the University System of Maryland.
  • Ability to work independently and handle multiple tasks simultaneously.
  • Familiar with developing cost estimate worksheets (CEW) for developing budgets for capital projects.
  • Working knowledge of Microsoft Office products including Word, Excel, PowerPoint, and Outlook.
  • Understanding of project management principles.
  • Excellent written and interpersonal communication skills.
  • Familiar with Department of Budget & Management’s capital budgeting process.
  • Higher Education construction experience.
