The Washington State Parks and Recreation Commission is currently seeking a full-time permanent Capital Program Manager located at Headquarters, in Tumwater, WA.
 
The annual range of compensation is between $78,000 and $97,000, depending upon qualifications.

DUTIES:

Reporting to the Assistant Director of Parks Development, the Capital Program Manager provides management oversight and direction in administration of the agency's capital program.  This work includes supervising program staff and developing a comprehensive process for capital needs assessment, prioritization, project management, capital budget development, and status reporting.  The position must bring leadership, experience, and specific technical expertise to coordinate multiple highly complex projects simultaneously, ensuring that they are individually on-time, within scope and budget, cumulatively meet agency needs and mission, and are financially feasible and sustainable.  The position works closely with the Assistant Director of Parks Development and staff from the Operations and Administrative Services divisions to ensure that capital budget submittals are of the highest quality and to facilitate the proper implementation fo funded capital construction projects.

Duties include:
  • Manages, leads, trains, and mentors a professional staff in site planning, environmental compliance, archeology and cultural resources protection, construction management, facilities inventory and condition assessment.
  • Inspires employees to construct projects that enhance visitor experience, while minimizing ongoing operational/maintenance efforts and protecting natural and cultural resources.
  • Supports and improves the ability fo the agency to accomplish its mission by coordinating capital construction projects statewide, ensuring they are completed on time, within budget, and are managed in accordance with state laws and agency policies.
  • Establishes and promotes effective working relationships with all agency staff and stakeholders.
  • Manages the development of the agency's biennial and multi-year capital budget request for all capital programs, as well as reporting on performance of program delivery, both internal and external to the agency.
  • Facilitates research and analysis of facility conditions to identify and prioritize capital project needs.
  • Uses advanced indisciplinary planning concepts and agency objectives to resolve highly complex problems/situations related to work in the development, revision, and refinement of long-range capital plans and provides high level expertise and assistance to executive management.
  • Represents the agency at public and legislative hearings and provides information to legislators and legislative staff.
  • Develops agency policies, procedures, and management guidelines related to capital project development and implementation.

Requirements

REQUIRED QUALIFICATIONS:
  • Bachelor's degree, or higher, in Construction Management, Architecture, Engineering, Landscape Architecture, Planning or a closely allied degree.
  • Five (5) years of experience in construction project management, program management, budget management, and supervision of professional staff.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Ability to manage and deliver multiple, concurrent capital projects, activities, and tasks on time, within scope, and within budget.
  • Ability to analyze and interpret plans, bid packages, specifications, drawings, calculations, and cost estimates and prepare and administer contracts and budgets.
  • Demonstrated skill and ability to understand and meet stakeholders' needs within policy guidelines and in building collaborative team relationships.
  • Exceptional communication and presentation skills, both written and verbal, to convey complex concepts to diverse audiences and to make effective presentations to the State Parks' Commission, Parks' executive management, elected officials, and other staff.
  • Advanced skills in managing medium to large teams, including effective leadership, mentoring, and supervisory skills to guide change in the area of project tracking and prioritization techniques.
  • Solid computer technology skills in Microsoft Office, Microsoft Project or other project management or construction management tracking software.
  • Demonstrated ability to develop detailed work plans, including work breakdown structures, project milestones, risk assessment/management plans, staffing needs, and project timelines.

DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Strong public works construction administration experience.
  • Experience with the successful resolution of contractor claims.
  • Construction experience in public and private sectors.
  • Professional license in construction, architecture, engineering, landscape architecture or planning.
  • Project Management Professional (PMP) or Certified Construction Manager (CCM) certification.
  • Experience developing a complex capital budget request.
  • Familiarity with the Washington State legislative budget process as it relates to capital construction projects.
  • Working knowledge of environmental and legal issues, as well as federal, state, and local laws; regulations; and codes and practices governing planning, building design and construction.
