The Program Management Office is seeking experienced and driven individuals to fill the position of Enterprise Project Manager to manage large, multi-million dollar technology projects. These positions provide the opportunity for an Enterprise Project Manager to be responsible for projects that will provide significant benefits to the public, such as leading projects improving Police Department technology and projects providing modern technology for permitting in the Planning and Development Department.

The successful candidate is one who possesses critical thinking skills, is well-organized, adaptable, and possesses diplomacy at all times.  Leadership skills are vital for this position for successful collaboration with multiple project stakeholders and leading matrixed teams.

The Information Technology (ITS) Services Department currently has vacancies with assignments in the Police Department and the Planning and Development Department. 


  • Perform complex analysis to address project risks, issues, and mitigation plans.
  • Collaborate and provide excellent customer service to executive, technology, and business stakeholders.
  • Prepare timely, high-quality status reports and presentations.
  • Manage project budget, resources, and vendors.
  • Create, track, and deliver project timelines, tasks, and metrics.
  • Facilitate all project discussions, action items, and ensures consistent communication throughout the project governance layers.
  • Adhere and improve upon the PMO process improvement efforts to deliver projects with speed and efficiency.  

These temporary positions are intended for large Police Department projects, including the Police Records Management System initiative, and for projects supporting the roll-out of new, modern permitting technology for the Planning and Development Department. Funding is available for at least one year, with the expectation of renewed funding for the life of the project(s). The temporary position will have benefits but will not earn city retirement credits or participate financially in the City’s retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still contribute to their pension. Temporary positions are not covered under civil service rules, and thus employment is considered “at-will” and employees may be separated at any time.

This recruitment and any interview process as a result of this recruitment may be used by multiple hiring managers and multiple departments throughout the City to fill any related current or future vacancies; other recruitments and appropriate eligible lists may also be considered.



  • Three years of responsible experience in applications analysis project involving multiple computer subsystems, including project leader responsibility;
  • Bachelor's degree in computer science, computer information systems or a related field.
  • An equivalent combination of related experience and education may be considered.

 PREFERRED QUALIFICATIONS – The minimum qualifications listed above, plus:

  • Five years of formal IT project management experience; preferably within a PMO.
  • Project Management Professional (PMP), Agile, Scrum, or other related certifications.
  • Master's degree in business administration, management, information technology, or related field.
  • Experience leading large, complex technology projects (large scope, multi-million dollar, multi-year, large team).
  • Experience leading multi-disciplinary project teams in a matrixed environment.
  • Experience in organizational change management.
  • Experience with procurement and vendor management.
  • Experience in Project Management methodology, stakeholder management, change management, project budget management, and formal portfolio management tools.
  • Professional experience in tailoring and delivering verbal and written executive briefings with exceptional attention to detail, facts, and brevity.

Salary Details


Candidates may be hired above the minimum depending upon qualifications.
