Provides analysis of disaster recovery program and projects to ensure effective implementation of disaster recovery efforts administered by the Office of Community Development-Disaster Recovery Unit (OCD-DRU). Maintains an understanding of federal programs for disaster recovery, as well as specific federal and state regulations applicable to the administration and implementation of federal recovery programs and projects.



Essential Functions


  • Evaluates the administration of disaster recovery program and project operations to ensure accountability for state and federal regulations; i.e., fiscal controls to ensure accountability for expenditures of federal, local and private funds.


  • Accurately assesses risk, identifies control gaps, and devises opportunities for improvement in order to obtain maximum benefit in the utilization of federal, state and local resources.


  • Partners with Outreach, Infrastructure, and other DRU groups to provide meaningful Technical Assistance, and to create constructive, impactful Compliance and Monitoring recommendations and solutions for grantees and subrecipients.


  • Ensures timely completion of Compliance and Monitoring projects, and independently tracks and reports status to Compliance Management.


  • Demonstrates a strong grasp of the United States Code of Federal Regulations—specifically Titles 2, 24, and 49.


  • Has experience working with multiple programmatic areas such as Fair Housing and Equal Opportunity regulations, labor standards regulations, citizen participation requirements, acquisition, and Section 504.


  • Provides input for training and Technical Assistance to local officials, engineers, consultants and other Office of Community Development staff in program areas.


  • Assists manager in preparing evaluation reports and other correspondence on projects to grantees regarding identified findings of deficiency, areas of concern, and corrective action to be taken.


  • Demonstrates the ability to consistently be a self-starter, work autonomously with little supervision, and drives projects to completion.


A baccalaureate degree plus three years of professional level experience in public administration, business administration, compliance, or internal audit.


Preference may be given to applicants with the following:

CIA, CGAP, CPA, CCEP, or CFE certification.

Knowledge of:

Disaster response/recovery;

The United States Code of Federal Regulations--specifically Titles 2, 24, and 49.

The Community Development Block Grant (CDBG) Program and its regulations or other

Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), or Generally Accepted Government Auditing Standards (GAGAS)

IIA's International Standards for Professional Practice of Internal Auditing and Code of Ethics
