Lawrence Berkeley National Laboratory has a new leadership opportunity for a Deputy Chief Operating Officer for Laboratory Projects in the Laboratory Directorate’s Office of the Chief Operating Officer (COO). Reporting to the Deputy Laboratory Director for Operations and COO, the Deputy COO for Projects is a newly created position responsible and accountable for the development, implementation, and execution of Berkeley Lab’s $2-billion construction and research project portfolio. The Deputy COO for Projects will actively partner with Senior Laboratory Leadership to develop and implement an Institutional strategy to support the successful execution of large scientific programs. In addition, this leader will work and collaborate closely with the Campus Strategic Planning Officer to secure funding in support of new building and laboratory construction, utility infrastructure renewal and modernization, development of site energy resilience and utility grid hardening and expansion, and modernization and repair of existing facilities. 

 

The Deputy COO for Projects has full responsibility to authorize and implement initiatives for the Projects organizations reporting to this position, namely, Laboratory Infrastructure Planning, Projects and Infrastructure Modernization Division, and the Project Management Office. Given that Berkeley Lab is in the middle of significant infrastructure and project-related activity growth, an important focus will be to formulate a collaborative, integrated team environment within the Projects Office to effectively leverage the collective talent of both existing employees and planned new hires and ensure the team is aligned to accomplish the work in a manner that will meet all objectives.

 

As a key member of the Laboratory Operations Leadership Team, the Deputy COO for Projects is expected to actively support Lab-wide initiatives, especially our responsible stewardship of Berkeley Lab’s research, people and assets, and promote a diverse and welcoming culture at the Lab. What You Will Do:

• As a key member of the Operations leadership team, responsible for the successful strategic development, execution and delivery of approximately $2 billion in large scientific and construction projects over the next 8 years, addressing the unique challenges within the environment of a premier scientific laboratory.

• Develop and maintain effective working relationships and communications with Laboratory leadership at the Directorate and Division level, who sponsor and benefit from a significant portion of the work performed by this Office. Seek out and listen to Laboratory customer needs, and integrate those needs into the strategies, plans, and execution activities of the Office. 

• Represent the Deputy Lab Director for Operations in interactions with internal customers, partners, vendors, and senior managers at LBNL, University of California, and Department of Energy (DOE) and as point of contact, spokesperson, and source of information on issues related to projects, both ongoing and planned. Act and make decisions as a designate on matters related to projects.

• Provide leadership, oversight, guidance, and coaching to senior managers, while ensuring these direct reports maintain the overall responsibility and accountability for their individual operations.

• Manage the timely and high-quality delivery of all commitments made by the Projects Office. Ensure ‘Roles, Responsibilities, Accountabilities, and Authorities’ for all Projects Divisions and Departments are clear, efficient, and executable.

• Formulate a “total team” environment within the Projects Office to effectively leverage the collective talent of both existing employees and planned new hires, and ensure the team is aligned to accomplish the important work of the Office in a manner that meets all objectives.

• Establish strong working relationships with the DOE Bay Area Site Office Manager and designee(s) overseeing work done by the Projects Office.

• Develop and deliver high-level briefings on the status of the operations of the Projects Office. Interact internally and externally at the working and executive management levels to communicate, educate, and provide performance status on all aspects of the Office. 

• Significantly contribute to the Annual Laboratory Plan process, including refreshing and updating the Laboratory’s infrastructure strategic direction.

• Demonstrate value-added leadership, interest and/or involvement on selected Line Item (LI) and other high-risk, complex projects without compromising the Project Manager’s role.

• Assemble project teams as necessary to address issues and complex problems as assigned by the Deputy Laboratory Director for Operations.

• This is a full-time career appointment, exempt (monthly paid) from overtime pay.

Requirements

What is Required:

• A minimum of 20 years of demonstrated and verifiable senior management experience with responsibility for facilities, maintenance, infrastructure, and capital projects.  

• Significant, successful and demonstrated prior experience with capital projects [Line Item (LI) and General Plant projects (GPPs)] in a DOE or National Nuclear Security Administration (NNSA) environment is a key discriminator.

• Masters degree and professional engineering license (civil, mechanical, structural, or construction project management) and certification in the area of project management and/or building/facility management.

• Demonstrated successful experience managing large, high-dollar value (>$500 million/project) complex construction projects with multiple subcontractors safely, with exceptional operational discipline, high quality, and within scope, schedule, and budget. 

• Familiarity with all aspects of facility upgrades and maintenance, as this position oversees a large number of projects that involve reclaiming, transforming, modernizing, designing, and constructing. Knowledge in the areas of preventative maintenance, corrective maintenance, design, procurement, construction, project controls, quality, and safety.

• Demonstrated ability to interact substantively with key internal and external stakeholders to build trust and educate them on the scope, processes, and skills that reside in the Facilities Division and Projects Office, as well as the ability to influence decision makers on matters dealing with or affecting facilities and project management.

• Ability to develop new approaches and policies in accordance with emerging strategies of the Laboratory and technologies and methods adopted by industry leaders.

• Ability to lead assigned resources in coordinated strategy development and tactical implementation to enhance the mission potential of the Laboratory through facility and project work.

• Strong written and oral communication skills coupled with effective interpersonal skills to maximize the teamwork potential of individuals, groups, and departments. 

• Possess a highly developed sense of confidentiality and ability to develop and maintain the trust and confidence of internal senior leaders as well as external stakeholders whose agendas often conflict. Ability to address conflict in a forthright, calm, and effective manner.

• Ability to function well under pressure and take quick and effective action.

• Demonstrated experience managing resources, performance management, hiring, and salary administration, and a proven track record of promoting key values of diversity, equity, inclusion, safety, quality, and security.
