A) JOB SUMMARY
Facilities Services and Campus Development is responsible for planning, providing and maintaining an appropriate and effective physical learning & working environment at Camosun College. As a key steward of the College’s physical environment, Facilities Services is responsible for long term building & site planning, new construction, management of planned, corrective and preventative maintenance, renovations and tenant improvement projects, building operations and maintenance, grounds management, waste and recycling services, campus security operations, emergency management, occupational health and safety, and sustainability, transportation and parking.
Reporting to the Executive Director of Facilities Services and Campus Development, the Director is responsible for the management, coordination, support, and work accomplishments of all operational areas of the department. The Director provides support, guidance, advice and direction to managers in the areas of Facilities Operations, Emergency Management, Protection Services and Sustainability, Parking& Transportation, and maintains positive internal and external relationships using effective communication techniques.
The Director partners with college schools and departments to steward Camosun College’s campus operations in a consistent manner that supports the College’s mission of building a better future for our community with relevant, innovative and applied education. The incumbent of this position ensures that the College complies with applicable legislated requirements, that safe and clean campuses are maintained, that processes and equipment are in place to ensure the protection of the College’s physical assets and its employees, students and visitors. The Director liaises with external partners and stakeholders to collaborate on matters of mutual concern regarding college operations.
The Director accepts, emulates, implements, and supplements the College’s vision, goals, policies, and procedures. This involves representing the College at all times in a professional, ethical, and exemplary manner.

B) REPORTING RELATIONSHIPS
The Director directly supervises the Manager, Facilities Operations; Manager Protection Services; Manager, Sustainability & Transportation; and the Emergency Manager. Approximately 75 people work under the Director’s areas of responsibility.

C) ESSENTIAL JOB FUNCTIONS
Within the context of the College Strategic and Campus Plans:

Facilities Operations and Management
- Responsible for the management, coordination, support, and work accomplishments of all operational areas of the department, including building maintenance, custodial services, grounds management, receiving services, campus security, emergency management, occupational health and safety, sustainability, parking and transportation, and special facilities projects. This also includes responsibility for some maintenance upgrade and construction projects.
- Manages and coordinates Utility (electricity, gas, water, etc.) services to the College, including identifying opportunities for and promoting Energy Management, cost containment and usage reduction strategies.
- Ensures effective building inspection, audit and evaluation programs are in place
- Responsible for ensuring appropriate building regulatory & code compliance.
- Identifies and minimizes risk within campus operations and with individual projects and contracts.
- Reports on Operations & Maintenance performance to the Executive Director using KPI and other data driven statistics using the department work order system.
Fiscal Resource Management
- Develops, manages and monitors budgets in all areas of responsibility (approximately $7.5 million in 2020).
- Negotiates and manages contracts for services.
- Develops and manages contracts for various facilities-related services, including preventative maintenance and specialized services and maintenance upgrade projects; monitors contractor performance & compliance with contract requirements.
New Project and Program Development
- Works collaboratively with the Director, Campus Planning & Capital Projects, Capital Projects on major maintenance, refurbishment and renovation projects; jointly participates in ensuring requests are prioritized, appropriate scope documents and drawings are produced, and the management of and liaison with outside contractors and consultants.
- Provides departmental expertise in development of mechanical & electrical scopes of work on all projects
- Promotes and implements LEED & Green Building concepts where appropriate.
Protection Services
- Oversees all aspects of Protection Services. Works closely with the Manager, Protection Services.
- Responsible for ensuring public safety and public order programs are in place at the College. Ensures the development and promotion of safety programs with students and staff communities.
- Ensure security programs at the college are in compliance with international, federal, and provincial regulations and College security/risk policies.
- Participates, as appropriate, in investigations relating to the Student Conduct Policy and will ensure Protection Services’ participation, recommendations and actions under the policy are appropriate and consistent.
- Ensures the department’s risk management practices and safety culture are in line with corporate goals.
- Represents the College with regulatory agencies.
 
Emergency Management
- Working closely with the Emergency Manager, oversees all aspects of Emergency Preparedness and Occupational Health and Safety programs.
- Responsible for ensuring emergency preparedness and occupational health and safety programs are in place at the College.
- Performs active leadership role in the college’s emergency preparedness program.
- Manages and maintains life safety policies, procedures & systems and ensures regulatory & code compliance.
- Ensures the College OH&S programs reflect the most current developments in OH&S legal compliance and best practices.
- Reports on OHS performance to the Executive Director; generate statistical reports, analyze for trends and develop strategies to improve OHS performance.
 
Sustainability, Transportation and Parking
- Oversees all aspects of Sustainability, Transportation & Parking programs and services at the college. Works closely with the Manager of Sustainability, Transportation & Parking
- Ensures the development and implementation of the sustainability goals and initiatives on campus.
- Monitors parking programs to ensure continued growth in financial contribution to the College.
 
Management of Human Resources
- Responsible for, and provides expert leadership and overall human resources management and labour relations for the Facilities operational areas, including recruitment and selection, orientation, performance planning, training and development, and providing guidance to facilitate positive resolutions.

Leadership and Community Engagement
- Provide advice and guidance on facilities issues, acting as a resource person for college departments or members of the college community on facilities matters, and assists with the development of policies and procedures, researches facilities issues and implements operational solutions.
- Recommends solutions to the Executive Director on strategic issues.
- Liaises with other college administrators, especially on short-term tactical & operational planning matters, promoting cooperative and collaborative working relationships.
- Develops, implements, coordinates, and communicates college procedures relating to Facilities Services; responds quickly to inquiries or complaints.
Develops and maintains effective external relationships and partnerships

D) OTHER FUNCTIONS AND RESPONSIBILITIES
- Assists and acts for the Executive Director, Facilities Services and Campus Development in their absence and/or as directed.
- Participates in various College committees.
- Participates in relevant professional associations and meetings.
- Performs other related duties as assigned
 
QUALIFICATIONS
Education
- Bachelor’s degree in Engineering (Mechanical/Electrical) or Architecture, Facilities Management or equivalent.
- Real Property Administrator (RPA) or Facility Management Administrator (FMA) designation or equivalent.
- Additional Building Owners & Managers Association and/or leadership, trades courses, certifications or qualifications is an asset.

Experience
- A minimum of eight years of progressively responsible experience in facilities management, facility planning and/or building operations preferably in a post secondary/educational institutional environment, including five years management & leadership experience as a senior administrator with demonstrated technical expertise in building operations and maintenance.
- Working knowledge of applicable Building & Fire Codes.
- Working knowledge of WorksafeBC and occupational safety and health law and practices.
- Working knowledge of personal safety and security issues, regulations, practices and investigations
- Excellent computer skills, including working knowledge of web technologies, MS Office suite of software.
- Proficiency with CMMS and Building Systems software is an asset.

- Exercise independent judgment and initiative to assess problem situations and to plan projects.
- Be self-motivated, professional and flexible; able to work equally as part of a team and independently.
- Provide strong leadership, teamwork, supervisory and customer service skills, with the ability to quickly develop & maintain positive client relationships.
- Demonstrate excellent time management skills
- Maintain superior communication (oral & written) and interpersonal skills.

Salary Details

Recruitment Range: $88,475 to $117,967 CAD per year - Starting salary is determined through knowledge, experience and internal equity. Performance Range: Salary may be up to a maximum of $135,662 CAD, which is obtainable through annual performance increases.
