University of Iowa Health Care is seeking a Director, Health System Implementation Office to provide high level planning, project and portfolio management and decision support to implementation of strategic initiatives across the health care enterprise.  Under the direction of the Administrative Chief of Staff, this role will be responsible for partnering with senior clinical and business leaders to develop and implement complex projects that drive sustainable, measurable operational improvements by managing collaborations, relationships and alignment. The successful candidate will identify, prioritize, and scopes strategic operational projects from beginning to end using project and portfolio management tools, as well as operational tools and experience, partner with interdisciplinary teams to develop and implement projects, programs and processes, and demonstrate ability to influence decision-makers and collaborate to effectuate change within all of levels of the organization.

Key responsibilities include building trust-based partnerships with leaders and teams within the UI Health Care organization, supporting the teams in capitalizing on implementation of strategic clinical and operational opportunities established through the executive leadership team efforts in partnership with department and hospital leaders. This includes the organization and oversight of a team of implementation project managers, development of tools, templates, resources, and communication pathways to support project and portfolio implementation.  Support project teams to organize, partner, develop and execute cross-functionally aligned strategies and related tactics that meaningfully support enterprise needs and positively impact patient's lives. Establishes clear lines of communication and trusting relationships to accomplish change.  Leverages data systems to build a robust fact base and to measure both financial and operational benefits.  Establishes accountability and performance management processes to sustain change. 

Position requires ability to think with an enterprise-wide perspective and have knowledge of complex systems to drive key strategic initiatives from inception to implementation, demonstrate a high level of diplomacy and leadership in moving forward key health care projects and supporting change management.  Must excel at working in a matrixed organization, possess strategic thinking skills and sound project management skills to develop, implement and support effective and efficient business operations.

Position Responsibilities

  • Implements and administers end-to-end portfolio governance and portfolio management practices and processes, in alignment with strategic goals and objectives, including integration with the annual planning and budgeting processes.
  • Reviews performance across a portfolio of programs to ensure programs effectively deliver maximum long-term value or benefit to the organization and adjusts as needed in an uncertain environment where scope may be fluid.
  • Partners with leadership to implement health system strategic initiatives that define a multi-year strategy for health care operational improvements.  Develops and manages customized project plans that support future clinical initiatives and implementations.
  • Collaborates with leadership, clinicians, and departments to identify needs and build support for creating the best performance outcomes across the organization in a consultative manner.
  • Uses tools for operational improvement to include lean methodologies, project management, change management, operational management, and other improvement techniques.
  • Develops organizational tools, documents, and processes to support operational initiatives through various phases and stages of development, initiation, implementation and closing.
  • Partners with financial planning and analytics teams to model benefits/value realization for priority initiatives.
  • Understands business planning including analysis, budgeting, feasibility studies and implementation.
  • Assists department staff in negotiating directly with clients concerning the scope, objectives and delivery dates for operational initiatives, project and/or portfolios. Directs staff in their project and portfolio responsibilities. Oversees staff development and training.
  • Recruits, develops and manages project managers and/or support staff who provide consulting and project execution services to internal clients.  Establishes and oversees proper program management practices regarding allocation of resources, schedules, task assignments and reporting.
  • Must be results-driven to drive quantifiable results.
  • Manages communication pathways to navigate projects through organizational governance and oversight committees.
  • Ensures project and portfolio goals align and contribute to institutional goals through effective collaboration and partnerships.
  • Provides executive and collaborative support of critical projects or activities as directed by the Administrative Chief of Staff.
  • Provides data analysis regarding clinical operations, productivity metrics, and strategic benchmarks to ensure operational, financial and strategic initiatives are being achieved.
  • Partners and develops strong working relationships with institutional leadership, support execution of key initiatives.

Requirements

Education Required

  • Master’s degree in health care administration, business administration, finance or accounting or an equivalent combination of education and experience is required. 
  • Project Management certification or relevant project management certification

Experience Required

  • 5+ years of related, progressively responsible experience in health care administration, business or operational planning with proven success in facilitating strategic initiatives and leading teams managing large scale projects.
  • Previous work experience managing a PMO, operations change management, and/or large scale consulting to complex organizations across a range of industries.
  • Outstanding project management skills to lead strategic initiatives, identify business needs, provide effective solutions and manage the necessary resources to accomplish goals and objectives.
  • Experience conducting feasibility analysis of proposed projects.
  • Demonstrated strong ability to translate complex data/information into simple, actionable insights.
  • Demonstrated experience working with and managing relationships with senior level administration or leaders and ability to influence and motivate organizational constituencies to achieve outcomes and change.
  • Demonstrated ability to manage financial, organizational and staff resources.
  • Ability to manage multiple projects and prioritize work to meet deadlines.
  • Excellent written, verbal and interpersonal communications skills.  Ability to communicate complex information to all levels of the organization.
  • Proficiency in MS Office (Word, Excel, PowerPoint and Outlook) and computer software applications.
  • Demonstrated experience working effectively in a diverse environment.

Desired Qualifications

  • Process Improvement, Lean, Six Sigma certification and experience, change management.
  • Experience working in project management within healthcare/hospital operations.
  • Operational and/or financial management experience in an academic health care setting.
  • Experience working in a senior management position with contribution to operational (short term), tactical (1-2 years), and strategic (3-5 years) planning in support of the overall business or strategic plan.
  • Demonstrated experience coaching and influencing leaders and teams.
  • Experience with EPIC and EPIC reporting.
  • Experience leading or closely working with clinical departments and teams.
