IO’s Finance, Technology, and Lending Enterprise Team ensures that IO is a financially efficient and effectively managed organization and that the agency’s finances are monitored, reported, and managed appropriately. The team also manages the infrastructure lending program, which has supported more than $18 billion in local infrastructure development, and IO’s Information Technology and Business Services, providing tools and systems to ensure secure, effective, and efficient operations.

The Director, Project Management Office (internally knows as Director, IT Project Management) ensures that projects are executed effectively and efficiently.  The role is responsible for leading a team of Project Managers, as well as developing and sustaining the Project Management capability at Infrastructure Ontario. The Director will partner with multiple stakeholders and lead organizational change.  
 
The role will also be accountable for establishing the IT Project Management Office to improve delivery of projects across the enterprise, managing the IT portfolio of projects, developing and maintaining project management methodologies, standards and tools, ensuring  effective governance of projects, providing accurate and timely project portfolio reporting, and driving continuous improvement in the project management practice.  
 
What You Will Do:
  • Lead a team of Project Managers, providing leadership and coaching the team members and supporting their ongoing development.  Schedule and manage capacity of the Project Managers.
  • Lead programs and individual projects as required.  Lead resource planning and capacity management across all functional areas.
  • Lead steering committee meetings.
  • Establish, maintain, and govern project management methodology and project templates. 
  • Ensure adherence to the project methodology, and appropriate completion and control of documentation and deliverables.
  • Integrate changes, inputs, and new templates into the project methodology across Infrastructure Ontario.
  • Develop and provide accurate and timely ongoing project and portfolio level reporting for the organization. 
  • Provide budget management reporting.
  • Develop an annual planning process and ensure budget ownership.
  • Produce accurate and timely reporting of the project portfolio.
  • Develop and deliver integrated program roadmaps and plans.
  • Ensure effective governance of projects and management of risks, with overall responsibility for the successful delivery of IT initiatives and projects.
  • Maintain alignment with executive committee processes and reporting. 
  • Provide oversight in the development of Business Cases.
  • Perform various activities to support IT and the organization as required.

Requirements

Who We’re Looking For:

  • Post-secondary degree or diploma required, with over 10 years of related experience.
  • Project Management Professional Designation is required. 
  • Leadership experience with direct reports.
  • Stakeholder management and change management experience in a dynamic organization.
  • Influencing skills and ability to drive organizational change.
  • Proven experience with Agile and Waterfall delivery methodologies.
  • Expertise with Microsoft Project.
  • Business case development experience is required.
  • Experience working on large transformational projects as well as multiple projects simultaneously.
  • Strong interpersonal, verbal and written communication skills.
  • Ability to synthesize complex problems into issues that can be clearly communicated and resolved.
  • Ability to handle multiple projects and prioritize competing demands in a dynamic, complex, fast-paced environment.
  • Excellent problem-solving skills combined with being detail-oriented.
  • Stakeholder management and change management experience in a dynamic organization.
  • Self-motivated and pro-active, with respect to both managing workload and professional development.
