Job Summary:

Under the direction of the Chief Information Officer (CIO), the Director of IT Project and Portfolio Management will lead the IT project management office to support Tampa General Hospital (TGH).  This position is accountable for professional project management services, project & portfolio management processes, capacity and demand planning, project consulting and executive decision support metrics.   A central responsibility will be leading project management professionals and being accountable for the expected performance levels of the PMO team. Successful candidates will establish and drive adoption of portfolio, program and project management processes across the IT organization.  The role is responsible for managing the IT project portfolio and partnering with IT colleagues and leaders to ensure deliverables meet or exceed stakeholder expectations.  In addition, the role includes ensuring programs are prioritized and aligned with strategic imperatives and service line objectives.   The ideal candidate will be comfortable challenging and disrupting the status quo and navigating through a land for which there might not be a map.   The role requires strong leadership, creative problem solving, thoughtful analysis and curiosity to pursue the interesting, without being distracted by the unimportant.  


  • Special emphasis and focus on capacity and demand planning, portfolio management.  Candidate must be passionate about this facet work – As well as educating other colleagues on management techniques and processes associated with capacity and demand management 

  • Refine and define a vision for a contemporary project management office that includes project management and portfolio management.  This includes intake processes, governance, investment candidate reviews, prioritization and master scheduling 

  • Refine, define, implement and sustain world class processes to support IT work and project intake in support of TGH’s mission, vision and strategy 

  • Apply concepts and best practices from other companies and industries that are applicable to TGH IT Project and Portfolio Management  

  • Provide leadership with analysis of inflight and proposed projects 

  • Consistently report and use metrics and measures to help enable executive decision support.   Manage IT portfolio risks and take appropriate actions to mitigate, control, escalate (as necessary) and ensure governance

  • Proactively manage portfolio issues, taking action to achieve urgent resolution and escalating promptly and clearly where necessary 

  • Provide visibility of portfolio progress against budget and schedule to enable informed executive decisions and actions to be taken 

  • Ensure the benefits are assessed at the start of the portfolio lifecycle, that they are managed during the portfolio lifecycle, and that the realization is met 

  • Continually re-balance the portfolio based on changing functional needs, resource capacity constraints, risk exposure and interdependencies 

  • Develop strong partnerships with all levels of leaders, project managers and resource stewards to manage projects, the portfolio and understand and plan for capacity/demand management 

  • Lead and direct project management professionals  

  • Offer new ideas (disruptive in some cases) that challenge traditional ways of thinking about project delivery 

  • Apply extensive experience and judgment to manage and govern the overall IT Portfolio 

Success in this role will be measured by the development and successful adoption of project and portfolio management processes.  In addition, project and portfolio metrics including investment alignment / prioritization, on time delivery and successful demand management.  Finally, tangible success forming relationships and delivering results measured by team member and colleague satisfaction with the PMO.    


Required:  Bachelor’s degree in related field and  at least six years of experience managing project portfolios, governance and/or capacity and demand processes or equivalent combination of education and experience.  Project Management Professional (PMP) certification, or the ability to obtain it with the first 90 days on the job.  Analytical conceptual, problem solving and written/verbal communication skills.  Demonstrated performance managing expense and other fiscal accountabilities.  

Preferred:  Advanced degree from an accredited college or university and seven years of experience managing IT Portfolio Management and/or a PMO.  Experience developing project and portfolio management processes.  Experience in Healthcare information technologies.  Experience with Epic Electronic Medical Record and related technologies.  Understanding of enterprise architecture (IT) and future state technology roadmaps
