On behalf of its client, Atomic Energy of Canada Limited (AECL), Canadian Nuclear Laboratories (CNL) delivers the Historic Waste Program (HWP) through its Historic Waste Program Management Office (HWP MO) in Port Hope, by implementing federal programs and projects related to the safe management of historic low-level radioactive waste (LLRW) across Canada. The scope of work includes characterization, cleanup and interim remedial work at historic waste sites in Canada as well as the construction, operation and environmental monitoring of waste storage facilities.

Project Delivery has responsibility for the safe, cost effective delivery of the activities related to the HWP Major Projects whilst ensuring corporate, regulatory and compliance requirements are met.

More specifically, responsibilities include:

  • The development and implementation of an effective and efficient HWP site-wide master schedule that covers all project activities.
  • The safe, cost effective delivery of the PHAI Major Project scope, meeting cost, schedule, quality, licensing, contractual and relationship challenges through the application of sound project management principles, mature leadership and timely decision-making.
  • Integrating the efforts of the multi-organizational project delivery team and contractors to complete the initiative on schedule and budget and in accordance with the technical, safety, risk and quality requirements.
  • Pursuing innovation to advance CNL’s standard of waste management performance.
  • The design, construction, remediation and transportation of LLRW from various locations throughout the Port Hope and Clarington area which includes waste handling, waste processing, waste storage facilities and utility reconfigurations.
  • Build and preserve strong relationships with federal and provincial regulators, elected municipal officials, appointed municipal staff, senior federal bureaucrats (Director and Director-General levels), and key players in the local communities.
  • Regularly make presentations to large public gatherings, appear before committees and task forces, give media interviews and host visiting delegations.

 

General responsibilities include:

  • Developing Department goals and objectives in line with federal approval, project baseline and annual business planning objectives, and leading the Department to achieve the performance against these goals and objectives.
  • Providing the necessary leadership and oversight to activities and projects planned for PHAI, as the Department strives to apply project management "best practices", with a focus on operational excellence, technology/knowledge transfer, and strong interface management to ensure these activities/projects/new facilities meet required objectives.
  • Providing the necessary leadership and oversight to staff and activities to drive operational excellence in human performance and commitment management.
  • Enforcing management expectations regarding safe work practices, consequences of not following safe work practices and performance management issues.
  • Promoting safe working and good housekeeping practices, and a culture, which will improve/eliminate safety incidents.
  • Successfully integrating new major projects, meeting business objectives throughout all phases from strategic plan through to in-service/close out, as appropriate.
  • Managing the resources of the Department within a robust framework of risk management, to meet all stakeholders’ sometimes conflicting priorities.
  • Contributing to maximum operating efficiency of the Department through effective financial planning, monitoring and reporting.
  • Reviewing and approving business cases for staff hiring and equipment purchases.
  • Developing, hiring, training, motivating and effectively utilizing Department staff to achieve Department objectives, including safe and compliant execution of PHAI contracts / requirements, improve performance and ensure appropriate succession planning.
  • Ensuring effective, timely and appropriate reporting in the Department’s performance in annual business plans, budgets, quarterly forecasts, business line reports, quarterly and annual reports, including issues and actions to address.
  • Maintains effective, constructive relationships with Customers, Regulatory Authorities, Industry Partners, International Organizations, Stakeholders and the Public as necessary.

Requirements

EXPERTISE

The Director requires the following expertise:

  • Must possess an Engineering or Science degree at Bachelor level or above and at least 15 years experience in nuclear science and engineering with a recognized expertise in administration and leadership. 
  • P.Eng required
  • Demonstrated capability to build, lead, manage and motivate large, multi-disciplinary, inter-organizational teams. 
  • Demonstrated capacity for building trusting business, regulatory and staff relationships.
  • Proven experience in a senior management role. 
  • Comprehensive knowledge of CNL’s corporate objectives, business operations, policies and procedures, and a strong sense of the prevailing industry and regulatory culture - and a wide network of contacts across AECL sites and throughout the industry and demonstrated ability to leverage these contacts to accomplish objectives and grow the business.
