This position will work as part of a team that directly supports strategic decision-making through quantitative analysis while unifying advanced analytics efforts across the Navy Medicine enterprise. The primary objective is to research and develop the latest data engineering and data science technologies to continually improve the Navy’s operational planning for medical force readiness.

Position Summary and Responsibilities

TBE is seeking a Deputy Program Manager with the right composition of knowledge, experience, and drive to serve as the technical lead for a dynamic team supporting advanced analytics efforts within the U.S. Navy Bureau of Medicine and Surgery (BUMED). Responsibilities include, but are not limited to:

  • Work closely with customers, managers, and technical team to define program scope, goals, and deliverables
  • Prepare and present proof-of-concept briefings, emerging technology news and demonstrations, technical recommendations, and project communications for customers and key stakeholders
  • Provide leadership for multi-disciplinary teams in a collaborative environment
  • Proactively manage changes in scope, identify issues and risks, and develop mitigation plans
  • Coach, mentor, motivate, and supervise a diverse team of employees and subcontractors
  • Manage schedule, budget, deliverables, and risks at the project level
  • Develop technical and operational policies and practices for assigned projects
  • Recruit, onboard, and retain top technical talent (A-players plus strong bench)



This position requires the ability to obtain a DoD Security Clearance to the level of "Secret".

Education and/or Experience

  • Requires a bachelor’s degree in Computer Science, Information Systems/Technology, Engineering, Mathematics, Statistics, or other technical field
  • Minimum eight (8) years of applicable professional experience, including minimum three (3) years in a supervisory position
  • Superb communication skills with the ability to elicit goals, needs, and outcomes with leaders at all levels across different functions and organizations

Highly Desirable Skills and Characteristics

  • Advanced degree in a Technical or Scientific field
  • Demonstrated success building and managing high-performing cross-functional teams
  • Demonstrated success planning and executing complex projects in a highly regulated industry
  • Demonstrated success in customer-facing roles with frequent stakeholder interactions at all levels
  • Demonstrated success in applying innovative solutions to challenging technical problems
  • Experience migrating IT Infrastructure, Software Applications, and/or Data Sources to the Cloud
  • Experience in Operations Research, Data Science, Big Data Analytics
  • Experience working within the Department of Defense
  • Experience working within the Military Health System
  • Experience working within CMMI-DEV Level 3 or higher processes and procedures
  • Strong analytical, problem-solving, and interpersonal skills
  • Ability to operate in a self-guided manner in a fast-paced fluid environment
  • Active Secret level security clearance
  • Program Management experience and/or certification

Citizenship Requirements

Due to classified work at the facility and related access restrictions, successful applicants must maintain U.S. Citizenship to allow the person to hold a U.S. Government security clearance.
