The Engineering Manager - Construction is a full-time, exempt position with benefits and a preferred hiring range of $33.69 - $38.74 per hour (equivalent to $70,075 - $80,579 annually); however, an exact salary will be dependent upon the selected candidate's qualifications and experience. The ideal candidate for this position will perform complex professional engineering duties and will be responsible for administrative and managerial functions in overseeing the development of infrastructure projects, construction management and the Construction Management Team, including projects within the Public Works and Public Utilities Department as well as the City of Harrisonburg.

The Engineering Manager - Construction will:

  • Plan, organize and direct the right of way acquisition, utility relocation and construction of transportation, stormwater management and public water and sewer capital improvements, ensuring compliance with Federal, State, and Local regulations;
  • Review and assist in the monitoring of privately installed transportation and utilities systems, including ensuring compliance with recognized local review program;
  • Coordinate work with other agencies and departments, including VDOT, FHWA, VDH and VDEQ;
  • Provide oversight of construction contract administration related to requests for information (RFI), change orders (CO), claims and other related contractual items;
  • Assist with the development and review of cost estimates and schedules for Public Works, Public Utilities and other related City capital improvement program (CIP) projects;
  • Maintain records and files and prepare reports;
  • Coordinate and engage engineering employees, as well as employees from other department functional groups, for project team participation;
  • Develop and maintain a working relationship with the City’s Executive Leadership Team, as it relates to capital project development and construction;
  • Oversee:
    • The management of professional services contracts related to right of way acquisition, utility relocation and construction management, including directing the procurement process;
    • The Construction Management Team and supervise staff relating to the installation, maintenance, repair and operation of transportation, stormwater management, public water/sewer assets and related City projects;
    • The training and development plans for all Construction Management Team staff to ensure all staff are up to date on certification and training courses relevant to their work duties;
    • The construction inspection and quality control programs for construction projects, including project documentation, material inspections, submittal review coordination and pay application review/approvals;
    • The project closeout and post-closure activities for projects under its responsibility;
    • Compliance requirements with regulatory agencies in the operation, maintenance and installation of transportation and water/sewer assets.

Physical Requirements: This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and feeling; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils.


Minimum Requirements:

  • Undergraduate degree with coursework in civil engineering, construction management or related field and considerable experience in transportation, stormwater management and public utilities construction in a supervisory or leadership position, or equivalent combination of education and experience.    
  • Valid driver's license;
  • Professional Engineer (PE) License in the Commonwealth of Virginia or the ability to obtain a PE License in the Commonwealth of Virginia within 60 days of hire date.
  • Project Management Professional (PMP) certification is preferred but not required.

The ideal candidate will have:

  • Thorough knowledge of the principles and practices of civil and/or highways and utilities engineering, erosion control and stormwater management, including the procedures, equipment and tools needed for efficient and effective implementation under a safe working environment and the occupational hazards of the work;
  • General knowledge of:
    • Modern methods and techniques as applied to the construction and maintenance of public works or utility facilities;
    • Land and engineering survey systems, methods and techniques;
    • The principles, practices and techniques of engineering drafting;
  • The ability to:
    • Organize, lead and manage a diverse work force through intermediate or direct supervision;
    • Develop abilities and competencies required for group development dynamics and communications to utilize employees effectively and efficiently;
    • Prepare technical reports in connection with municipal projects;
    • Establish and maintain effective working relationships with internal and external customers, including but not limited to City officials, Department Directors, employees, other public officials, contractors and the general public.

The successful applicant for this position will be subject to a DMV record review and must complete a satisfactory drug screen and criminal background check.
