The City of Gaithersburg Department of Public Works is seeking a high performing, experienced, collaborative professional to lead and oversee the operations, functions, activities, and staff of the Engineering Services Division, which is responsible for design and delivery of major capital improvement projects for the City's public infrastructure assets; ensuring land development plans conform to City and State standards; strategic planning; traffic and transportation operations; bridge and culvert inspection, repair and replacement; construction contract management; and the City's pavement and asset management systems. This position may be filled with a seasoned professional who has led a team or with a person who has had less management experience but has had strong project management experience and is ready to move to the next level. 
The ideal candidate for the City's Engineering Services Division Chief is a professional who enjoys serving the public, excels at managing projects, and has experience in collaborating with a strong team to solve problems. This person is a civil engineering generalist with knowledge of City, County, State, and Federal requirements as they relate to municipal engineering, traffic engineering, land development, and surveying, and who has a comprehensive understanding of the principles and practices of civil engineering, planning, budgeting, purchasing, capital projects, and policy development. 
You must be versed in strategic planning principles and practices, AutoCAD and Geographic Information System (GIS) software applications, multi-project management and scheduling, and program development and administration, and be skilled in applying engineering principles, analyzing multifaceted organizational and operational issues, and overseeing highly detailed work on multiple concurrent projects. You must be an innovative and creative problem solver with the ability to think beyond the situation under review and anticipate problems before they develop. Good judgment and common sense are essential. To be successful in this position, you must be an effective communicator, approachable and empathetic, resilient in the face of controversy, and able to build consensus to get projects completed by facilitating increased engagement with the community, elected officials, and intergovernmental regional partners.
You must be an excellent day-to-day manager with strong leadership qualities who can keep operations running smoothly while also taking time to consider the future. You will have a focus on teambuilding and excel at bringing out the best in people by setting clear expectations and goals, motivating and empowering division staff through acknowledgment of professional accomplishments, and providing staff with the necessary direction and leadership to succeed.
Starting salary is negotiable within the range depending on qualifications, training, certifications, and experience. What you will need to be considered:
  • A proven track record in successful project, program, and service delivery.
  • Bachelor's Degree in Civil Engineering or closely related field.
  • Professional Engineer (PE) license.
  • Project Management Professional (PMP) or Construction Documents Technologist (CDT) certification desirable.
  • Ten or more years of professional civil engineering experience, including some project management and supervisory experience; experience in a municipal government setting highly desirable.
  • Multi-faceted organizational abilities to concurrently manage a variety of projects, programs, and budgets and to juggle competing priorities.
  • Demonstrated experience preparing requests for proposals, invitation for bids and other solicitations, and preparing resolutions, ordinances, and regulations.
  • Demonstrated experience in presenting and communicating complex issues in an understanding manner, outreach and community engagement on projects, and experience with traffic engineering, plans review, and pavement management programs are preferred.
  • Valid driver's license and satisfactory driving record.
  • Or any acceptable equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
