The City’s Enterprise Project Management Office (PMO) is part of the Information Technology Services Department, and provides information technology (IT) project management to large, complex citywide projects. Our business is in the City of Phoenix, which means the projects our IT Project Managers lead impact the daily lives of residents and businesses in the City of Phoenix.

The PMO is responsible for assessing, mapping, and implementing technology solutions for all departments across the City. The PMO consists of a team of more than 20 permanent, temporary, and contract workers, performing roles as business analysts, IT project managers, product managers, and project portfolio managers.

The City of Phoenix is seeking an experienced and highly-motivated IT Project Manager to manage several critical projects for the IT Bureau in the Phoenix Police Department. One of the projects is to replace a legacy Records Management System and modernize it to meet justice partners, federal, state, and operational needs. The IT Project Manager will manage initiatives from discovery through implementation.


  • Define IT projects by performing complex analysis.
  • Engage executive, technology, and business stakeholders.
  • Prepare high quality status reports and briefings.
  • Manage project budgets, resources, and vendors.
  • Create, track, and deliver project timelines, tasks, and metrics.
  • Facilitate all project discussions, action items, and ensure consistent communication throughout the project governance layers.

Currently, there is a vacancy for a temporary IT Project Manager.

This temporary position is intended for large Police Department projects, including the Police Records Management System initiative. Funding is available for one year, with the expectation of renewed funding for the life of the project(s). The temporary position will have benefits but will not earn city retirement credits or participate financially into the City’s retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still contribute to their pension. Temporary positions are not covered under civil service rules, and thus employment is considered “at-will” and employees may be separated at any time.

This recruitment and any interview process as a result of this recruitment may be used by multiple hiring managers and multiple departments throughout the City to fill any related current or future vacancies; other recruitments and appropriate eligible lists may also be considered.


$75,712 - $114,962 annually. Candidates may be hired above the minimum depending upon qualifications.

Pension Information


  • Three years of responsible experience in applications analysis project involving multiple computer subsystems, including project leader responsibility;
  • Bachelor's degree in computer science, computer information systems or a related field.
  • An equivalent combination of related experience and education may be considered.

PREFERRED QUALIFICATIONS – The minimum qualifications listed above, plus:

  • Five years of formal IT project management experience.
  • Experience leading multi-disciplinary project teams in a matrix environment.
  • Experience in organizational change management.
  • Experience with procurement and vendor management.
  • Experience leading large, complex technology projects (large scope, multi-million-dollar, multi-year, large team).
  • Experience in Project Management methodology, stakeholder management, change management, project budget management, and formal portfolio management tools.
  • Professional experience in tailoring and providing verbal and written executive briefings with exceptional attention to detail; polished customer service skills delivery.
  • Project Management Professional (PMP), Agile, Scrum, or other related certifications.
  • Master's degree in business administration, management, information technology, or related field.
