The Southwest Florida Water Management District (District), a leader in protecting Florida's water resources, is seeking an Enterprise Project Manager (EPM) in support of the Information Technology Bureau (ITB). The EPM is mission critical to the success of the ITB's project implementations, and is responsible for leading all aspects of the development and implementation of projects throughout the District. The EPM provides leadership, mentoring, and coaching to other project managers of projects that impact District software, systems, or processes. This position is uniquely positioned to provide value across all District bureaus and will assist with the gap between the technical world of the ITB and the business world, for both internal and external customers, to best facilitate meeting customer requirements.

Based on a combination of education, licenses/certifications, and experience, the ideal candidate will have:

  • 3 or more years of experience as an enterprise level Project Manager, preferably in IT Project Management, managing Information Technology and/or Software Development Projects.
  • Bachelor's degree, or higher, from an accredited college or university; Master's degree is desirable.
  • At least one of the following project management certifications: Project Management Professional (PMP), Agile Certified Practitioner (PMI-ACP), Kanban Certified Professional (KCP), Six Sigma Green or Black Belt certification, or any other project management related certifications.
  • Individuals with technical or supervisory leadership potential, strong ambition, a commitment to lifelong learning and growth, and the desire to build a rewarding career.

Requirements

The EPM ensures the success of ITB project implementations through:

  • Effective planning, managing, monitoring, and implementing projects from concept through requirement gathering, vendor selection, procurement, and providing expected project deliverables.
  • Provides effective communication with project team members and key stakeholders throughout the entire process from planning through to final lessons learned.
  • Maintains and builds positive relationships with District customers.
  • Responsible for the effective coordination of resource requirements between project teams, vendors, and the ITB leadership team in order to facilitate the effective and on-time implementation of project deliverables.
  • Plans and manages key requirements, finances, scope, and services within a functional area of IT to deliver business results.
  • Provides IT projects, services, and solutions on time, within budget and with the required functionality.
  • Responsible for new system implementations such as the District’s ePermitting system and Enterprise Asset Management.
  • Works with District staff to plan and facilitate enhancements/modifications and upgrades to existing systems such as the District’s Financial Systems and Land Data Stewardship System.
  • Responsible for software development i.e., ePermitting Application Development and Custom Application Creation.
  • Identifying, procuring, and implementing Commercial Off-The-Shelf (COTS) applications i.e. Resource Data Software Implementation.
  • Identifying and developing process improvements including facilitation of ITB's Continuous Improvement Process.

Salary Details

Compensation: 

Project Manager 2: $50,460.80 - $65,956.80, pay grade 113
Project Manager 3: $57,678.40 - $76,908.00, pay grade 115
Project Manager 4: $62,316.80 - $83,085.60, pay grade 116

Minimum to approximately 50% of pay grades displayed. Starting pay will be based upon education and experience.
