Global Resource Solutions, Inc. (GRS) is seeking an enthusiastic, motivated, detail orientated, and talented individual for the position of Facilities Management Specialist.

Job Description:

Summary: The Facilities Management Specialist will assist in implementing the FSSD facilities management program, providing support to the DHS OIG Facility portfolio and recommending a five to ten year strategic plan to reduce the DHS OIG real property footprint.

Essential Duties & Responsibilities:

  • Assist in implementing the FSSD facilities management program, providing support to the DHS OIG facility portfolio and recommending a five to ten year strategic plan to reduce the DHS OIG real property footprint. Coordinate and collaborate with FSSD, OIG program offices, the IG’s Special Assistant, General Services Administration (GSA), and other agencies to assist with a DHS OIG facilities portfolio review and long-term strategy.
  • Provide expert advisory services to management, technical, and supervisory personnel at OIG regarding its facilities and asset management programs nationwide, and the development, acquisition, maintenance, disposal, management, and use of facilities and real property.
  • Advises on the resolution of critical or unusual problems for a broad range of complex, frequent/long-term facilities and asset management projects in situations affecting agency-wide operations.
  • Prepares briefings on significant issues and provides advice on policies and procedures that influence the acquisition, utilization, historic preservation, and disposal of facilities and real property.
  • In conjunction with priorities established by the Inspector General and senior management officials, the Contractor shall further collaborate with OIG officials to assist with budget and procurement planning, tracking, and allocation of resources.
  • Ensures the prompt resolution of problems relating to space assignment and use; evaluation of building services, furnishings, and fixtures; and collaborates with FSSD Facilities Staff on space improvement projects to accommodate changing requirements.
  • Prioritizes and advises actions to be taken to improve the operational and financial management of the OIG’s real property inventory.
  • Analyzes existing inventory to identify the potential targets for consolidations, dispositions, or lease terminations by taking into account the various performance measures such as, but not limited to, utilization, market rates, mission criticality, and facility condition for optimizing the OIG real property portfolio.
  • Identifies optimal space utilization strategies for OIG building leases with a goal of cost saving opportunities and overall square footage reductions.
  • Supports recurring or ad hoc ongoing data or reporting requests that originate within the OIG, DHS, or from Federal agencies and organizations.
  • Maintains portfolio-level information in support of executive decision-making (i.e., categorization of OIG leases with respect to their ownership).
  • Analyze lease build-out cost estimates, document requirements, and drawings and specifications. This shall include advising on proposed new, existing and decommissioned facilities to ensure compliance with Federal space guidelines and cost-effective construction.
  • Assist management services with projects related to the maintenance, repair and modernization of OIG facilities’ security infrastructure, equipment and real property



  • Bachelor’s degree is required
  • Ten (10) years of public and/or private management experience
  • Current PMP certification through the Project Management Institute
  • Five (5) years of experience in Facilities Management services, including construction, facilities, real property and/or personal property
  • Government Experience – General Services Administration, law enforcement, Inspector General Community, Department of Homeland Security, Department of Justice, and/or Department of Defense
  • Five (5) years of experience in Federal physical security, information security, operations security, Intelligence Community and/or COMSEC
  • Five (5) years of experience in Readiness and Emergency Management
  • Experience for strategic planning and execution for GSA leases


  • Secret Clearance


  • Must speak, read, write, and understand the English language, apply written rules, detailed orders, instructions and training material.
  • Ability to clearly communicate in written and spoken English Interpersonal communication skills and temperament to deal with non-compliant visiting personnel.
  • Microsoft Office literate (Outlook, Word, Excel).

Physical Requirements: This position requires employees to be willing and able to: sit, bend, reach, stoop, squat, stand, and walk.

Communication:Excellent customer service via phone and face to face conversation, excellent written and oral command of English.
