Minnesota Valley Transit Authority (MVTA) is seeking a highly energetic and forward-thinking professional who is passionate about serving our communities with innovation and sustainability in mind. MVTA serves as the public transportation agency for seven suburbs south of the Twin Cities within the large population of Dakota County and rapidly growing Scott County. This is an exciting opportunity for a seasoned Facilities Manager to make a broad impact, helping to shape the services MVTA delivers and the sustainability of the agency.

Under general supervision of the Chief Operating Officer, this position secures and deploys resources effectively and efficiently to manage day-to-day facilities operations and long-term strategic investments; concurrently manages a number of projects of varied scope and size; plans, prioritizes, and aligns work to implement a robust State of Good Repair Program and coordinates with other departments on Capital Projects Plan that supports organizational goals; tackles new opportunities for efficiency and through technical, analytical and researched solutions provides leadership when confronted with challenges. The incumbent will have a sense of thought-out urgency, high energy, and enthusiasm that fosters dynamic communication and collaboration between internal and external stakeholders.

 

JOB DUTIES OR ESSENTIAL FUNCTIONS

The job duties/essential functions of the position include, but are not limited to the following: 

  • Leads MVTA’s Facilities Program, including operations and maintenance of nearly 2,000,000 square feet of facilities throughout MVTA’s service area, including transit stations, parking ramps and surface lots, maintenance/storage garages, bus stops and shelters.
  • Manages repairs, improvements, and remodels for facilities projects utilizing internal and external resources. Serves as technical lead, providing assistance and oversight for larger complex facilities projects managed by project managers and/or consultants
  • Develops and coordinates capital projects in accordance with departmental and agency priorities established in the five-year plan.
  • Develops, reviews, and approves plans, specifications, and estimates. Monitors expenditures to ensure that projects do not exceed budgetary limits. Reviews and authorizes pay requests from consultants and contractors.
  • Builds collaborative relationships and communications processes with internal and external partners to meet shared objectives.
  • Establishes standards for facilities and facilities equipment operation and maintenance to ensure effective, economical, and safe delivery of facilities services. Develops and produces reports, metrics, and key performance indicators on facilities-related data.
  • Researches and evaluates energy efficiencies and other creative measures to provide cost-savings throughout MVTA facilities, including sustainability planning.
  • Manages, evaluates, administers, and documents the performance of operations and maintenance consultants and contractors, and associated contracts, including but not limited to the following: professional services consultants; electrical and mechanical engineers; Heating, Ventilation, and Air Conditioning (HVAC) technicians; lighting controls technicians; elevator repair technicians; diesel generator mechanics; underground fuel storage and delivery system technicians; electricians; plumbers; locksmiths; painters; cleaning contractors; lawn maintenance, landscaping and irrigation contractors; and sweeping and snowplowing contractors.
  • Creates and administers the facilities asset management plan, operations and maintenance policies, plans and procedures, and inspection schedules.
  • Mentors, supports, and guides the professional development of staff, including the Facilities Internship Program. Prioritizes, directs, and delegates work activities.
  • Assists with preparing facilities operations and capital budgets based on facilities history, industry best practices and funding contingencies.
  • Acts as system administrator for computerized maintenance management system(CMMS).
  • Coordinates agency response process to after-hours facility emergencies.
  • Performs other duties as assigned or as apparent.

This position may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to perform the duties. While data are being accessed, this position should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, this position must properly store the not public data.

Requirements

MINIMUM QUALIFICATIONS

To perform this position successfully, an individual must be able to perform each job duty/essential function satisfactorily. The requirements listed below are representative of the formal education, experience, and training required.

Education

Bachelor’s degree in Facilities Management, Engineering, Architecture, Construction Management, Project Management, or related field.

 Experience

  • Eight (8) years of experience in facilities management and/or building maintenance, project management, construction management, or similar.
  • Demonstrated experience effectively facilitating projects and communicating with stakeholders in a multidisciplinary environment.
  • Demonstrated ability to manage complex, high dollar value projects, timelines, and budgets.
  • Demonstrated experience creating, developing, and implementing projects/programs, anticipating needs and planning for projected needs, and the ability to develop/formalize programmatic procedures/policies.
  • Proven planning, prioritization and organizational skills including excellent time management skills and ability to manage multiple projects at once.
  • Excellent oral and written communication skills including the ability to develop clear and concise presentations, briefings, and reports containing programmatic data to various stakeholders and diverse audiences. 
  • Strong interpersonal skills including the ability to develop and maintain collaborative, constructive, and cohesive working relationships with key internal and external contacts.
  • Highly organized, detail-oriented problem solver and solution finder.
  • Working knowledge of building automation applications(lightingcontrol,HVACcontrol,buildingsecurityandaccesssystems,etc.)
  • Working knowledge of operation and maintenance of building shell ,HVAC (air exchange units, rooftop heating units, and air conditioning), hydraulics, lighting, electrical, mechanical and plumbing, building access and security, elevator, diesel power generation, and fuel delivery/monitoring systems.
  • Experience with modern office procedures, methods, and equipment including computer applications, spreadsheets, and statistical databases; personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

 Training, Certificates, and Licenses

  • Familiarity with OSHA, EPA, storm water management, life safety, and environmental laws and regulations.
  • Possesses a valid Minnesota Driver’s License.
