The Facilities Manager is a full-time exempt position with benefits and a preferred hiring range of $30.87 - $35.50 per hour (equivalent to $64,209 - $73,840 annually). The ideal candidate for this position will lead both City staff and contractors/contract workers while performing a variety of professional, technical, and administrative work managing the facilities and grounds operations and activities of the City of Harrisonburg.

As the Facilities Manager, you will:

  • Plan, schedule, direct and oversee the work of City and contracted personnel engaged in the maintenance and repair of numerous buildings and the immediate grounds owned by the City. Facilities include, but are not limited to, City Hall/City Municipal Building, the Public Safety Building, the Hardesty-Higgins House, Public Works and Central Stores Facilities, and the City-owned parking facilities in the downtown area.
  • Coordinate with and provide guidance to department facility managers in Public Transportation and Parks & Recreation;
  • Provide technical assistance to Department Directors with reference to architects and engineers in the planning of new and/or renovations of facilities or grounds;
  • Develop, procure, and manage preventative maintenance contracts for all related building systems, such as fire alarms, sprinklers, garage doors, HVAC, plumbing, electrical, and elevators;
  • Prepare and implement policies and procedures for the operation and maintenance of facilities;
  • Develop, coordinate, monitor, and administer contracts for maintenance, landscaping, custodial, and supply support;
  • Assist in the preparation of planning and developing specifications for new equipment to provide increased operational capacity or efficiency;
  • Verify that all required permits, licenses, and other requirements are obtained prior to the commencement of work;
  • Review and make recommendations regarding the reduction of energy consumption of City facilities and review the overall energy efficiency of City operations, as a whole;
  • Identify and recommend projects and programs or other actions to improve the energy efficiency of buildings and facilities in accordance and consistent with the City’s Environmental Action Plan;
  • Provide technical assistance for the implementation of the Environmental Action Plan;
  • Maintain a working knowledge of all facility Stormwater Pollution Prevention Plans;
  • Develop, manage, and oversee programs for cyclical replacement and repair including development, implementation and administration of the maintenance program for all responsible facilities;
  • Provide guidance to staff on proper use, storage, and disposal of chemicals and hazardous items, custodial chemicals, paints and building materials;
  • Ensure continuity of operations in facilities that host 24-hour staffing (e.g., Public Safety Building);
  • Assess city facilities for vulnerabilities and propose solutions to reduce or eliminate vulnerabilities;
  • Oversee the computerized asset management system for work order tracking, service requests, and asset condition histories;
  • Determine the Facility Management Division’s budgetary needs and provides proposals to directors;
  • Administer the division’s budget by monitoring expenditures and performing appropriate cost control measures to complete projects within budget;
  • Authorize division personnel’s routine purchases and reviews receipts/invoices for appropriate expenditures;
  • Supervise division personnel directly or through subordinate leaders by developing schedules and assigning, directing, monitoring, and inspecting work;
  • Assist personnel as needed and oversee city groups related to project teamwork while demonstrating effective leadership that promotes a positive work environment;
  • Oversee the division’s personnel training and development, develop training programs, research and implement training procedures, and monitor employee progress in the field;
  • Monitor and ensure the division’s personnel certifications are current;
  • Follow departmental policies, as well as state and federal rules and regulations including Occupational Safety & Health Administration, Environmental Protection Agency, Department of Labor & Industry, and Americans with Disabilities Act compliance;
  • Periodically prepare and deliver presentations to City Council, staff team members, department directors, and other internal and external groups;
  • Maintain files and records of property operations and maintenance.


Minimum Requirements:

  • Bachelor’s degree in project management, engineering, mechanical design, construction management, or related field and considerable (3-5 years) operational experience in facility and grounds maintenance in a supervisory capacity, or equivalent combination of education and experience.
  • Considerable (3-5 years) experience in both facilities/grounds management and implementing and managing sustainability or resource conservation programs. 
  • Considerable (3-5 years) experience in an operational environment leading and supervising a staff with a combination of technical, administrative, and trades functions.
  • Considerable (3-5 years) experience managing the operations of the repair and maintenance of commercial facilities, including but not limited to, housekeeping, grounds, and contracted services operations.
  • Valid driver's license.
  • Availability to work, attend meetings and conduct travel outside of work hours (or overnight) in some circumstances.

Vocational/technical training/certification in facilities management, electrical, and electronics is highly desired.
