POSITION PURPOSE:
The Flamingo Electronic Fare Collection (E-Fares) Program Manager oversees all phases of the regional Flamingo Fares Revenue Collection program, including, but not limited to: planning, execution, monitoring, control, change management, closure and post implementation operations. On the project perspective, the Program Manager will ensure project objectives, budgets, resources, deliverables and timelines are met as outlined in the project schedule to achieve the enterprise objectives of the organization. Post implementation, the Program Manager will support the Flamingo e-fare revenue operations, systems and programs. Specifically, 1) revenue operations, including, but not limited to, retail sales network, consumer sales programs, retail outlets/ network, and cash and payment card collection, controls and reconciliation; 2) Oversee system requirements capture, prioritization, hardware and software releases, troubleshooting, bug fixes and system enhancements for back office, websites, mobile apps. This position will work closely with other HART functional teams, partnering agencies and vendors to ensure seamless operation of the entire Flamingo Fares Revenue Collection program.

ESSENTIAL JOB FUNCTIONS:
General Project Management Functions:
* Utilizes project management processes and methodologies for the Enterprise to ensure Flamingo Fares project is delivered on time, within budget; and, adhere to high quality standards and meet customer expectations.
* Adheres to the existing processes to ensure project management documentation, reports and plans are relevant, accurate and complete.
* Responsible for the assembling of project plans and teamwork assignments, directing and monitoring work efforts on a daily basis, identifying resource needs, performing quality review; and escalating functional, quality, timeline issues appropriately.
* Responsible for the tracking of project milestones and adjusting project plans and/or resources to meet the needs of the customer.
* Manages project communication with all areas of the enterprise that impacts the scope, budget, risk and resources of the work effort being managed.
* Develops and disseminates project metrics to participants, stakeholders, vendors and project partners.
* Oversees the preparation of cost estimates and processing of contractor monthly payment requests. Negotiates changes and claims in conjunction with the Contract Administrator for approval by the Contracting Officer. Monitors progress for implications for cost and manages work for project completion within budget.
* Documents lessons learned in order to share and use knowledge derived from experience to promote the recurrence of desirable outcomes and to preclude the recurrence of undesirable outcomes.
* Must be able to lead complex large-size project that involves multiple internal and external stakeholders.
E-fare Revenue Collection Program Management Functions:
* Effectively manage involvement of SMEs, leadership and staff interdepartmentally and regionally in support of the regional e-fares program operations.
* Oversee testing process of all hardware and software releases, troubleshooting, bug fixes and system enhancements for back office, websites, and mobile apps; coordinate with appropriate SMEs and staff to validate testing.
1) Finance Support:
* Work in conjunction with Retail Sales Manager on innovative electronic fare collection systems. Represent Finance Division on HART fare policy committee, which includes investigating fare policy alternatives and implementing fare policy changes
* Support fare revenue generating programs and solutions, including fiscal, promotional and expansion/retention aspects. Implement and evaluate new strategies.
* Collaborate with the Fleet Maintenance departments of partner agencies within Regional Working Group to implement comprehensive fleet management plans regarding maintaining Flamingo system on vehicles; e.g. process of new vehicle being pre-wired, replaced vehicle.
* Support Flamingo program's PCI compliance effort:
o Coordinate with IT management, Accounting and third-party vendors on PCI-DSS Compliance. Maintain all payment card association mandates. Ensure compliance with local and state regulations for fare revenue collection, processing and collateralization.
* Create and develop written scope of services for any additional e-fare revenue collection contracts. Participate in bid procurement process with the Procurement Department. Manage contracts for e-Fare Revenue.
* Prepare and monitor Flamingo E-Fare Revenue program's budget.
* Troubleshoot and analyze systemic payment card issues and trends, including processing costs and fees.
* Assist with Finance department planning, implementation and analysis of e-fare collection systems.
* Provide support for any audit request related to the Flamingo e-fare programs.
2) Technology System Support:
* Provide support to regional partner agencies with electronic fare systems by managing a regional change review team, and leading resolution of back office and front-end vendor equipment issues.
o Manage contracts, system changes and contract changes for all e-fare collection systems including but not limited to the back office, card readers, websites, mobile apps, retail network.
o Manage development of analysis, system requirements, agency prioritization, and change order implementation for all are revenue systems.
o Manage Change Management activities and processing including hardware and software releases, troubleshooting, bug fixes and system enhancements and upgrades.
* Manage e-Fare Revenue systems, performance and reliability including the retail sales network, websites, mobile apps.
o Analyze, compile, deliver and present e-Fare Revenue equipment and system reliability and performance reports for management and leadership

MARGINAL FUNCTIONS:
* Performs other work-related duties as assigned.

REQUIREMENTS:
Education and Experience:
* Bachelor's Degree in Business Administration, or other related field, or equivalent work experience.
* Five (5) years of project coordination or related project management experience or any equivalent combination of training and experience.
* Must possess knowledge in the use of project management methodologies and tools, resource management practices and change management techniques.
* Advanced technical knowledge to support e-Fare, accounting and reconciliations. Financial and technical skills to oversee the PCI compliance.
* Understanding of accounting and financial software applications.
* Experience with financial software products desired.
* Experience working for/with public sector is preferred.
 
Machines, Tools, & Equipment Used:
* Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
* Advanced level proficiency with personal computers (Microsoft Word, Excel)
 
Licenses/Certifications:
* Project Management Professional (PMP) certification desirable but not required.
* Valid Florida Driver's License.

QUALIFICATIONS
Knowledge, Skills and Abilities:
* Demonstrated knowledge of quality systems design, complex software and hardware integration, implementation and management of project team and contractors. Experience with hardware integration preferred.
* Knowledge of principles of accounting and finance desirable
* Demonstrated analytical ability to evaluate numbers critically and understand financial relationships.
* Ability to analyze complex problems, evaluate and identify operational needs, and develop effective solutions.
* Ability to communicate clearly and effectively in writing and orally, especially in reports and technical memoranda.
* Personnel management skills:
o Must exhibit leadership skills and be able to indirectly manage resources.
o Demonstrated ability to interact professionally and effectively with a variety of personalities in banking and investment community, accounting staff and internal staff at all levels.

* Knowledge of mass transit equipment and practices for self-service fare collection and bus transit e-fare collection preferred.

Physical Demands/Work Environment:
* Constant periods of sitting, oral and written communication and listening.
* Frequent periods of computer usage and walking.
* Ability to hear, see, speak, and perceive color, depth and texture.
* Occasional lifting and carrying supplies and equipment weighing up to 25 lbs.
* Usual office environment.
* Works in an environment where there is minimum exposure to dust, noise, or temperature.
* May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting HART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
