INTRO

The Program Management Office manages, integrates and coordinates planning and budget support for Canadian Nuclear Laboratories (CNL). This office also aims to reduce the life-cycle costs of projects safely, efficiently and cost-effectively.

DUTIES

  • Maintains and updates PMO processes and procedures pertaining to the project controls functions and responsibilities of CNL.
  • Coordinates and delivers PMO assurance services in accordance with the Gating and Sanction procedure.
  • Provides general project control quality governance to support effective project delivery.
  • Manages the Performance Management Baseline through rigorous implementation of the change process.
  • Reports forecasts and cost and schedule variances supported by narratives.
  • Coordinates and publishes corporate project controls performance reports.
  • Supports the development of ten year, five year and annual funding plans with underpinning from PMO systems and with assurance of future forecasts.
  • Provides an overview across the Projects and Programme risk registers.
  • Provides subject matter expertise across Estimating, Planning and scheduling, Change and Trend management, Project Cost Management and Risk Management.
  • Maintains PMO planning and cost management reporting systems in conjunction with CNL IT.
  • Ensures Project Controls staff receive appropriate training and development.

Requirements

  • Bachelor's degree in engineering, construction, economics, finance, business or a related discipline, or diploma with at least 10 years of related experience, in a progressive management role.
  • Candidates must demonstrate experience in working at a senior level with multi-disciplinary subjects/topics involving organizing, planning, coordinating, assessing, analyzing and presenting information and ideas.
  • Has a sound understanding and experience of the interaction of operations, projects and supporting groups to fulfill site missions.
  • Integrates information from multiple sources to form a comprehensive perspective.
  • Identifies interdependencies in cross-functional projects.
  • Analyses setbacks and seeks honest feedback to learn from mistakes.
  • Translates vision and policy into concrete work activities.
  • Develops organizational strategies, based on the departmental vision.
  • Designs initiatives to enhance operational efficiency.
  • Encourages and incorporates diverse initiatives and perspectives.
  • Redesigns the division’s work activities to meet changing department needs.
  • Makes effective recommendations to the executive team, Board of Directors, AECL and other key stakeholders.
  • Incorporates the people components of issues and decisions.
