Northrop Grumman Strategic Space Systems has an opening for a **Global Supply Chain Program Manager 3** for our **Redondo Beach, CA** location.

**Key roles and responsibilities:**

+ Report to OPIR and Geospatial Systems (OGS) Business Unit GSC Program Director and may occasionally serve as their DOA
+ Opportunities to support a number of program areas within the BU, which include:

-Next Gen Polar (NGP)

-BTSS

-STSS

-Mission 2

-Growth areas (proposals, IRAD/NCTA/Capital)

+ Tasks may include

-Day to day GSC program execution, including CDRL oversight, while closely coordinating with/supporting other functions and IPTs

-Providing support to Program Earned Value Management System (EVMS) requirements

-Handling down and in activities while effectively reporting up and out

-GSC strategies to support proposal efforts

-Supporting negotiations

+ Candidate to use their experience with the NG proposal process to develop, mature and implement GSC strategies to support Program requirements, while identifying risks, opportunities and issues
+ Oversee GSC pre-proposal work and implement into proposal and programs
+ Understand interdependencies between NCTA/IRAD/Capital and how that may impact program (scenario: part fails in NCTA qual testing but program assumes it would pass)
+ Candidate to use their knowledge and experience of the process handoffs between engineering, systems engineering, mission assurance and GSC in order to develop giver/receivers to help create prioritized engineering release in conjunction with MSEI, IPTs and AP/MRP

-drawing release to signal release to Purchase Req release to PO placement to hardware receipt and if it supports program/IPT need dates

+ Effectively be able to track, consolidate, present and report concise acquisition status and issues to IPT/Program Office
+ Effectively track and status requirements through the process
+ Helps to create and mature acquisition plan using:

-Set-Back Schedules based on Required On Dock Dates (RODD)

-Look at risk factors (industry knowledge, Supplier Management ratings (SAMS/Scorecards), Commodity Engineering capacity reports etc.) to identify acquisition risks and effectively bring those to the appropriate levels of attention via the Risk/Opportunity process

-Help develop no kidding design freeze date cutoffs in order to account for GSC acquisition span times (supplier and GSC processing)

+ Coordinate order placement with IPTs and GSC based on evolving priorities
+ Support Project reviews, risk mitigation, parts obsolescence, Material status, IPT reviews, Configuration Change Board support etc.
+ May serve as the lead GSC support to Materials and Processes (M&P), Project Approved Parts List (PAPL), Project Approved Mechanical Parts Lists (PAMPL)
+ May serve as the lead integrator between Commodity Engineering and Program engineers to suggest alternate parts that may have shorter lead-times, come from a better performing supplier/source or otherwise mitigate risk (cost, lead time, supplier capacity, international risks etc.)
+ Problem solver that effectively works with cross functional/org teams
+ Experienced in dynamic environments where there may have been schedule changes, part failures, design changes, testing failures, etc.
+ Support Control Account Managers

**Basic Qualifications:**

+ Bachelors Degree and 7 years of Supply Chain Management, Engineering or Project Management experience or a Masters degree and 5 years of Supply Chain Management
+ Prior management experience required
+ Candidate executes with minimal senior leadership supervision, while having significant accountability and responsibility
+ Familiar with Earned Value Management System
+ **Secret Clearance (interim ok)**

**Preferred Qualifications:**

+ Experience supporting space programs
+ Experience with developing and implementing proposals
+ Experience with ICMTs
+ Experience in all three functions (Advanced Planning, Material Requirements Planning and Parts Management Integrator) of the Planning, Requirements, Delivery (PRD) function
+ Experience in GSC PM function
+ MS-SCM degree
+ MBA
+ STEM degree
+ Experience as a CAM

Salary Range: $151,000.00 - $226,400.00

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
