The City of Newport is seeking an experienced, dedicated, and creative professional for the position of Grant Manager. This position will serve as a contact for grants, and be responsible for managing the pre-award, administration, and fiscal activities to support grants, organize city-wide grant reporting, identify grant opportunities across city departments, provide leadership and direction for programs funded by federal, state, or private funds, partner with management to resource information and tools to manage grants effectively and in compliance with city policies, and state and federal laws and regulations.
QUALIFICATIONS:
Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills, and abilities would be a Bachelor's Degree in Accounting, Finance, Business Administration, Public Administration or closely related field; and four years of related experience in public sector or non-profit budgeting, financial analysis, accounting; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
KNOWLEDGE: Knowledge of grant programs and processes, including accounting and financial reporting. Proficient in the use of financial management software to include spreadsheets and databases. Presentation techniques. Community outreach. Personal computers and related software applications. Knowledge of the principles of effective public relations and interrelationships with community groups and agencies, private business and firms, and other levels of government. Knowledge of city organizational goals and Council policy. Principles of leadership, conflict resolution, negotiation, and problem solving.
SKILLS: Conflict resolution, negotiation, critical thinking, and problem-solving skills. Strong skills in the use of personal computers, various related software programs, and standard office equipment. Customer service orientation and skills. Strong interpersonal, oral, and written communications skills with a variety of audiences. Competence in business English, spelling, and punctuation. Strong time management, reasoning, analysis, and problem-solving skills, combined with excellent judgment, and professionalism. Strong writing skills.
ABILITIES: Ability to interpret complex grant funding requirements, submissions, and budget projections, ability to interpret federal, state, and local government laws and regulations regarding grant administration; ability to review the work of others to ensure conformance to standards. Ability to gain knowledge of Oregon municipal operations, Oregon Public Records, retention and meeting laws; ethics and elections, and knowledge of municipal operations, procedures, practices, systems, and structures. Ability to develop and maintain effective working relationships with management, co-workers, elected officials, and the public. The employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility, including the ability to frequently lift or move materials up to ten pounds, and occasionally lift or move materials up to 25 pounds. The position requires the ability to operate a motorized vehicle. Manual dexterity and coordination are required more than 60% of the work period while operating such equipment as computers, keyboards, telephones, and standard office equipment.
