The Tualatin Hills Park & Recreation District seeks an Information Systems Project Manager to define and manage enterprise-level technology projects to support the growing technology needs of both park district employees and the community. Candidates who have demonstrated experience as a project manager and are knowledgeable in the principles and practices of information technology systems are encouraged to apply!
 
Successful candidates will have the equivalent to a bachelor's degree with major coursework in computer science, information technology, business, or a related field, as well as five (5) years of increasingly responsible full-cycle information systems project management experience identifying business requirements, building business process documentation, process mapping, workflow analysis, configuration, implementation, and evaluation.
 
The ideal candidate has experience in a public-facing role working with external stakeholders, and will be empathetic to the needs of all stakeholders both internal and external. Ideal candidates will also be effective at public-speaking, highly organized, and experienced in managing multiple large-scale projects. Fluency in change management and the ability to provide recommendations based on information available are a must. Candidates with a Project Management, Change Management, and/or Business Analyst certification are strongly preferred.
 
Components of the job include (but are not limited to):

  • Oversees a portfolio of high-priority, high-risk district-wide projects such as continuation of the district's ERP system implementation, initiation of a customer-facing registration system assessment, and other large-scale IT initiatives.
  • Serves as a team leader on multiple projects to develop team work schedules and priorities for multiple assignments.
  • Develop guidelines and standards for project team members to follow, ensuring consistency among implementations.
  • Develops and manages project budgets, schedules and timelines;
  • Communicates effectively with stakeholders welcoming different lenses and maintaining momentum of project design and implementation.

The Information Services Project Manager receives general direction from the Information Services Manager and has no direct supervisory responsibilities, however, this position will lead, and direct project teams comprised of cross-district staff and/or outside contractors.

Requirements

Education and Experience
Any equivalent combination of education, experience, and training that would likely provide the applicant with the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Salary Details

This position is represented by a labor union (Oregon School Employees Association) and is exempt from overtime. Employees in positions represented by the THPRD Employees Association also receive an annual cost of living adjustment on 7/1/2021 and as negotiated in subsequent years. Appointments on the pay scale are made based upon a pay equity analysis of bona fide factors per Oregon's Equal Pay Act. Total compensation also includes an exceptional benefits package including fully paid family medical and dental care contributions, generous paid time off, and meaningful work. THPRD also offers a hybrid pension plan (not PERS) that provides for both a defined benefit pension plan of 1.5% at 65 and a defined contribution plan that is funded by a mandatory 6% employee contribution that employees are immediately vested in.
