DESCRIPTION:

We are pleased to announce that the Strategic Planning and Projects Division within the State Court Administrator’s Office is looking for an experienced project manager. This position works closely with project stakeholders, sponsors, professional IT and Court Services staff, local court staff and state and local agencies to execute assigned projects and with project teams in other state agencies. The position may require travel within the state of Minnesota.

This project manager will be managing small to medium sized projects which support the MN Judicial Branch. This position will involve working closely with the MN Judicial Branch, its judicial partners, along with Sr. Project Managers on larger scale, more complex projects. The work will include managing the project deliverables following the Project Management Office (PMO) standards and processes. Projects will be assigned based on the priorities of the Branch.

This is a full-time, permanent position, is classified as an IT Project Manager, and will work normal business hours, Monday through Friday. Work is conducted in a hybrid environment, meaning, work will be conducted both remotely and in-person at the Minnesota Judicial Center in downtown St. Paul, MN, as business need requires. EXAMPLES OF JOB DUTIES:

  • Plan and manage multiple moderately complex IT and non-IT projects through entire lifecycle, as well as assisting Sr. Project Managers on large enterprise-wide complex projects. This includes the day-to-day management of meeting with team members and vendor resources, managing communication, and delivering the project.
  • Estimate resources and roles needed to achieve project goals. Where required, negotiate with resource managers and/or supervisors for the acquisition of required personnel from within the division. If applicable determine and assess need for additional staff, vendor involvement, and consultants/staff augmentation resources.
  • Ensure complete documentation and oversee transition of projects to operations in accordance with the established PMO standards.
  • Manage issues and risks that are identified during the project and adjust schedules, resources and plans as needed.
  • Perform formal project closeout, including celebrating successes, releasing the project team, ensuring the documentation is moved to appropriate storage areas and ensuring that a maintenance and support plan is in place.
  • Following the Project Management Office (PMO) processes and standards, create project timelines, documentation and communication plans. Develop a detailed project definition and track milestones and deliverables using project plan. Create and deliver status reports at defined intervals.

Requirements

TYPICAL QUALIFICATIONS:

Minimum Qualifications:

  • BA degree in computer science, management information systems or related field; or equivalent information technology and project management training and experience.
  • Requires 3-5 years of project management experience managing IT and non-IT projects and knowledge of project planning software.
  • Experience in leading projects that involve coordination of multiple disciplines across multiple organizations.
  • Access to reliable transportation as this position may require travel.

Preferred Qualifications:

  • Project Management Professional (PMP) credential from the Project Management Institute (PMI).
  • Scrum Master Certification desired.
  • Experience in managing Agile projects, preferred.
  • Knowledge of court business procedures and policies, including specific court functions and processes sufficient to understand and identify user needs, potential resources, and complexities, preferred.
  • Experience in leading projects that involve a geographically dispersed user base, preferred.
  • Experience in leading projects that include application development, software and/or hardware deployment, vendor implementations, and integrations with other agencies preferred.

Knowledge, Skills and Abilities:

  • Knowledge of and expertise in project management methodology, tools and techniques desired.
  • Ability to communicate, both orally and in writing, and to translate technical terminology into terms understandable to non-technical employees.
  • Knowledge of court business procedures and policies, including specific court functions and processes sufficient to understand and identify user needs, potential resources, and complexities, desired.

SALARY RANGE: The expected starting salary range for external candidates is $33.34- $42.52 per hour ($69,614 - $88,782 annually).   The full salary range for this position is $33.34 - $51.70 per hour ($69,614 - $107,950 annually).  This position is exempt under the Fair Labor Standards Act and is eligible for State of MN employee benefits.
