This is advanced professional and administrative work with supervisory responsibility that reports to the Chief, Program Manager Office of the Facilities & Infrastructure Management Division (FIMD) in Internal Services Department. This position directly supervises large capital projects, multi-year capital budget as well as new construction and renovation projects; tracks full cycle of multiple projects as needed monitoring workflow of assignments and documentation from planning and initiation phase through construction as well as project closeouts for all projects. This position is responsible for managing a team of architects, construction managers, contractors, consultants and other professionals for all large capital projects that compromise program portfolio; responsible for data collection and documentation of project lifecycle in order to create necessary reports to provide proper accurate expenditures and projections for future requisitions. This entails accounting for timely completion of assigned capital improvement program, ensuring projects are on schedule, within budget, high quality, cost effective and appropriate to the County’s needs, policies, procedures and stipulations; organizing, plans and controls the design and constructions efforts. Participation of preliminary and developmental stage of major capital program projects to assure scope, schedule and phasing are adequately defined. Provides support during contract negotiation, approval of award of contracts, payments, tracking, evaluation of bids and change orders for assigned projects. Carries out communication among project stakeholders; responds to audits and/or inquires by various entities. Reviews and approves design and construction submittals and operating plans received by the County. Entail the application of project management methodology, principles, practices and techniques, including but not limited to, integration, scope, schedule, cost, quality, resource planning, communications, risk management, mitigation and procurement.

The Internal Services Department (ISD) provides a wide range of internal support services for the ongoing operation of County government. ISD supports governmental operations by providing a wide variety of essential services to County departments including: countywide procurement and vendor services, capital program management, construction and renovation management, facility management, surplus property disposition, fleet management, risk management, capital inventory administration, small business development, real estate development, Americans with Disabilities Act compliance, elevator regulation and elevator contract management, materials management, printing services, and parking services. ISD serves a wide range of internal and external customers and stakeholders including County departments and employees, municipalities, the business community, and Miami-Dade County residents and visitors.

Requirements

Minimum Qualifications

Bachelor's degree. A minimum of five years of experience in project management to include establishing a project charter/road map, resource allocation, and monitoring performance and quality metrics.

 

Experience in large-scale construction or capital projects preferred. Coursework or training in Project Management is preferred.
