Issuer Services Operations - Risk and Control Manager

The Issuer Services Department is part of the wider Securities Services Group. The Department contains a diverse section of units which support our Issuer Services Clients, Product and Sales partners. The services we provide include Depository servicing, Issuing & Paying agency services and Specialised Agency functions such as Account Bank, Project Finance, Structured Finance and Escrow Agent functions.

Typical Corporate Trust clients of Citi include major international and national-level corporations, financial institutions (FIs), banks, and public sector/sovereign Debt issuers, as well as investment banks, asset managers, and stand-alone collateral managers.

The Issuer Services Risk & Control Manager is a senior management level position providing a centralised focus point for monitoring various Risk, control, and Audit issues across Issuer Operations and to provide an Independent and consistent approach to control testing and MIS analysis / collation. In addition, the individual will be expected to improve current risk and control process, with aim of reducing Issuer Operations exposure and improve business monitoring by reviewing current practices and engaging in Industry led initiatives. Leading a team of three staff.

+ **Key Responsibilities:**

+ Lead and support Department in preparation for and interaction with Citi Audit and Risk Review team or External Auditors during audit / risk reviews. Including assisting with the collection of test samples requested for review, entering dialogue with regards findings and providing feedback to the Operations and Business Managers.

+ Co-ordination of the Issuer Operations GRC ensuring effective control monitoring and sampling.

+ Maintain awareness of Regulatory and Policy changes and ensure Department is covered from a processing and risk perspective, for example the recent changes in MPP policy / Client Asset Rule changes.

+ Monitor the CAPS assigned to the Department, resulting from GRC and / or Audit/Incident reviews and ensure resolution and closure of each item by the respective deadline.

+ Conduct internal Peer Reviews within Issuer Operations to identify weaknesses in process or controls and feedback to Management. Monitor corrective action plans from Peer review findings to ensure implemented.

+ Responsible for management-level dashboards and ad hoc reporting and analysis through model development, validation, calibration, and impact analyses.

+ Drive standardization of processes that ensure timely generation and retrieval of reporting and risk analytics data.

+ Processing of operational write off s. Review error reports against current controls and GRC to identify weaknesses in process or controls and drive process improvement.

+ Participate in business forums such as Credit Governance, Sanctions and coordinate any action points / provide feedback to group

+ Make an active contribution to knowledge and product growth and establish strong relationships with key functional stakeholders including risk, Audit, Front Office, Controls and instil confidence by demonstrating credibility and expertise on business and technical issues.

+ Ensure full procedure and process flow documents in place across Issuer Operations department including risk and control function.

+ Participate in Policy changes and ensure Department is covered from a processing and risk perspective, for example the recent changes in MPP policy.

+ Enhance wider department knowledge of controls environment, through the delivery of training and awareness sessions.

+ Co-ordinate BISO, COB and Records Management roles undertaken within the team.

+ Interface with Technology to coordinate progress on Departments initiatives

+ **Experience and Skills**

+ Strong investigative and analytical skills.

+ 8-10 Years Financial Services experience in an operational or Risk role.

+ Ideally from an Operations background with a broad understanding of banking operations and securities.

+ Knowledge of Agency and Trust Operations would be advantageous

+ A strong understanding of Operational Risk related functions and processes payments experience.

+ Proven ability to execute

+ Excellent people management and leadership skills with team building capabilities

+ Strong influencing and negotiation skills; ability to build and maintain effective networks and relationships.

+ Proven ability to coach and develop talent


+ Bachelors Degree/University degree or equivalent experience

+ Masters degree preferred
