Summary of Duties


Thurston County is seeking a highly motivated and qualified individual for the position of Information Technology (IT) Consultant III/Project Manager (ITC III) within the Information Technology Department.
 
This ITC III position will function as an IT Project Manager and provide leadership and direction for multiple near-and-long term information technology projects and initiatives in support of modernizing county business systems.  The position will be responsible for establishing an IT Project Management framework for ongoing IT projects.  This position will report directly to the county IT Technical Manager.
 
The ideal candidate for this position is highly organized and possesses excellent communication skills that can bridge the gap between IT and business operations within various county elected offices and departments.  The candidate shall possess a balance of technical, analytical, and Project Management competencies and have exemplary oral, written presentation and communication skills needed for business and technical collaborative efforts.

 


Specific responsibilities include, but are not limited to:

  •   Managing major IT projects
  •   Coordinating key business needs as well as technology resources.
  •   Responsible for developing, executing, presenting, communicating, overseeing and closing for various project plans
  •   Manage budgets, resources, tasks, risks, performance and timelines associated with IT projects.
  •   Identifying and scheduling project deliverables, milestones, performance, and required tasks.
  •   Developing technical and functional requirements and specifications; monitoring project results against technical specifications;
  •   Working closely with end users and other key stakeholders to understand and prioritize business goals and information needs;
  •   Translating functional and technical requirements into Requests for Proposals (RFPs)
  •   Selecting and negotiating with software vendors and/or integration partners.

 
Working Conditions:
Work is performed primarily in an office environment. This position requires travel to supported remote sites for meetings and coordination. Tasks may require bending, kneeling, stooping, reaching, and crawling. Physical exertion is required for lifting up to 50 pounds.

During emergencies or special projects, this position may be required to be called in or work an irregular schedule and cause a temporary change in normal work hours. This includes working on non-business or extended hours on weekends and holidays for implementation or to troubleshoot outages, attend early morning or evening meeting, and/or be available by phone to answer questions.

Qualifications

To be considered for this position, candidates must have the following:

  • Bachelor's degree in computer science, management information, business administration, or related field and four years of progressive responsibility with at least two years of the four in a project management capacity. Additional experience may substitute for education on a year for year basis.

  • Experience must include a thorough and demonstrated knowledge of technology project management associated with infrastructure, networks, applications and systems.

  • Current Washington State Driver's License or have requested and obtained an appropriate accommodation.

  • Employment in this position is contingent upon passing a security background investigation.

  • Ability to communicate effectively both orally and in writing with all levels within the organization.

  • Ability to manage, prioritize, and complete work assignments, projects and deadlines that may involve working on several, high priority projects at the same time that vary in technology and end-user knowledge


The ideal candidate will also have the following:

  • Professional Certificate in Project Management

  • Ability to train, mentor and coach others in effective IT project management.

  • Knowledge of industry standards and trends in technology.

  • Ability to establish and maintain effective working relationships.

  • Ability to participate as a member of a self-directed work team and utilize the resources of other team members.

  • Knowledge of public sector technology procurement practices

  • Knowledge of LEAN principles/practices.

     

Other Position Related Information

 

The Information Technology Department provides a wide range of technical services to over 1,000 employees in County offices and departments in various locations throughout the County. Centralizing these services is an efficient and effective means of delivering service and providing access to internal expertise. The IT division provides desktop, network, application, telecommunication, and geographical information system services.
