The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking an Information Technology (IT) Services Manager who will be responsible for the overall IT project portfolio as well as the project management framework and project execution for all IT projects.  In addition to project oversight and continuous improvements for this area, this role also performs the critical project management responsibilities on key IT initiatives, while working directly with the executive team and collaborate with leaders across a wide range of functions. The nature of work will include, but is not limited to, the following:

  • Act as a natural extension of the Division Manager with a focus on Service Management, Governance, and Data Management.
  • Work closely with the Division Manager of IT to assist with the development of technology objectives, vision, long-range and strategy plans, and identification of the organization's strengths and weaknesses.
  • Assist in developing priorities and ensuring proper alignment across a wide body of stakeholders, driving key strategic initiatives, and building cross-functional organizational initiatives.
  • Ensure all staff members adhere to established Service Excellence Standards.
  • Monitor and manage staffing, turnover, and open roles in assigned departments.
  • Coordinate the timeline and deliverables for both application and infrastructure projects; act as facilitator and coach for development staff; maintain excellent communications; provide technical leadership by acquiring and maintaining expertise in the systems, products, and predominate methodologies at Cuyahoga DD.
  • Initiate new standards and evaluate existing standards for systems development that will enhance productivity and maintainability.
  • Participate as a team member in strategic planning; provide assistance in area of expertise.
  • Assist in determining technology direction (e.g., hardware, software, methodologies, etc.) of Cuyahoga DD.
  • Assist in establishing goals and objectives for assigned staff members; participate in performance evaluation and written progress reviews.
  • Prepare and ensure completion of appropriate documentation.
  • Submit project/task resource estimates; ensure adherence to estimates throughout project.
  • Perform system analysis and programming functions; ensure project/task completions are timely, accurate, and meet quality standards; recommend and implement enhancements.
  • Resolve issues involving clients, systems development and other functional areas.
  • Maintain efficiency in software tools and project management theories and practices.
  • May have supervisory leadership responsibilities for a small department, unit or major function and/or direct supervision over administrative/professional employees.
  • Ensure staff development through work assignments, training, classes, seminars, for self and staff.
  • Ensure excellent open communications within the department through regular staff meetings, preparation and distribution of minutes, and other means to keep the department informed on a timely basis.

Requirements

Qualifications

  • Bachelor's degree in business, computer science, computer engineering, electrical engineering, system analysis or a related field of study required.  Master’s degree preferred,
  • Eight (8) years of increasingly responsible leadership experience which includes, five (5) years of information technology management, two (2) years of business experience in strategic and operations planning and/or business analysis and program management experience with a PMP certification preferred
  • Valid state of Ohio driver’s license and an excellent driving record.

Salary Details

Actual starting salary is negotiable based on experience and qualifications.
