The City of Phoenix is seeking an experienced and highly-motivated Information Technology (IT) Project Manager to oversee different initiatives and projects, monitor the progress and completion, and ensuåre clients’ expectations are met. A key department project is underway to procure and implement an Electronic Patient Care Reporting System (ePCR) for the Phoenix Fire Department's transformational initiative. The Phoenix Fire Department ePCR project is expected to last at minimum a year with the possibility of renewal.

Working for the City's Information Technology Services Department means the successful candidate will be a part of an innovative and change-enabler team that is at the forefront of building relationships across customers, business and technical leaders. Project Managers work closely with the Deputy Chief Information Officer of Project Management Office (PMO) and actively contribute to a PMO Center of Excellence. Project managers are integral to the modernization initiatives at the City.

This temprary position is intended to last for the duration of the project through completion and will be funded through the current fiscal year, June 2020 with a possibility to be made regular in a future budget cycle. The temporary position will have benefits but will not earn city retirement credits or participate financially into the city’s retirement program. Temporary positions are not covered under civil service rules, and thus employment is considered “at-will” and employees may be separated at any time.

This recruitment may be used by any department for any current or future vacancies over the life of the eligible list.


  • Proficiency in IT project management, including the implementation of major, multi-year technology projects.
  • Possess diplomacy, command control of the project and high emotional intelligence to juggle multiple stakeholders.
  • Possess business acumen on delivering customer facing projects.
  • Profiency with delivering projects to business departments are highly desired.
  • Proficiency with a project management tool, such as Microsoft Project Server (Project Web App – Online) would be ideal for documenting, monitoring and reporting the development of projects.
  • Advanced proficiency with MS Word, OneNote, Excel, PowerPoint, Project and Visio



  • Three years of responsible experience in applications analysis project involving multiple computer subsystems, including project leader responsibility.
  • Bachelor's degree in computer science, computer information systems or a related field.
  • An equivalent combination of related experience and education may be considered.

  • Incumbents must have the ability to work after hours, including evenings, weekends, and holidays as required.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • This position may be subject to Criminal Justice Information Systems (CJIS) background standards. Candidates who receive a conditional offer of employment must be fingerprinted and will have their fingerprints used to check the Criminal History Records of the State of Arizona Department of Public Safety and the Federal Bureau of Investigation. Any records returned will be reviewed to determine the candidate’s suitability for the job.

  • Some positions in this classification require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess an appropriate valid Arizona driver’s license, possess personal insurance coverage, and have an acceptable driving record.

PREFERRED QUALIFICATIONS – The minimum qualifications listed above, plus:

  • Three years of vendor management experience.
  • Three years of experience in IT program/project management.
  • Three years of experience managing IT program/project teams.
  • Experience in public safety systems and/or health care system implementations.
  • Experience with end-to-end COTS applications implementation and support.
  • Current PMI Certified Project Management Professional (PMP), Agile Certified Practitioner (ACP); PMP in progress may be acceptable with years of experience.
  • Other certifications and skills such as Six Sigma, Lean, Kaizen, Agile and Scrum.
  • Master’s Degree in Business/Public Administration, Information Technology or a related field.
