This is a non-status, non-permanent position. You do not acquire a competitive or excepted service status from this position. This a one-year (1) renewable contract, with up to four (4) option years.

This position is located in the Office of Program Management – Ministry of Interior, Washington Support Unit (OPM-MOI-WSU) in Arlington, VA.

The incumbent serves as a Management Analyst and reports to the Washington Support Unit Deputy Unit Chief. The incumbent will occasionally travel to Embassy Riyadh to coordinate directly with OPM-MOI financial management officials and may also visit the sites of ongoing and planned program activities in the Kingdom of Saudi Arabia (KSA) to support OPM-MOI initiatives.

Employees are eligible to participate in the Health Insurance Reimbursement program, Medevac Reimbursement program, and are eligible to receive holiday pay, annual and sick leave accruals.

Major Duties:

The incumbent of this position will assist with overflow workload within the program. 

Incumbent will assist with the following duties: 

Develops annual budget estimates. 

Formulates long-range budget estimates for multi-year programs and activities and the estimates of personnel and other resource needs to administer programs. 

Reviews, analyzes, edits and consolidates budget submissions for accuracy of technical treatment, mathematical accuracy, format, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines. 

Develops and prepares detailed strategic and background documentation and justification for all assigned budget request, presentations and submissions. 

Prepares and recommends annual and long range financial plans which reflect allotment and program objectives; request funds to carry out the assigned programs. 

Provides the full range of budget oversight, control, and execution for the assigned budget area.

Executes expenditures and obligations and ensures that all budget and program requirements are met. 

Develops data and participates in the negotiation of reimbursement agreements with other government agencies and with the Kingdom of Saudi Arabia, and coordinates budgetary actions.

Prepares budget, financial and analytical reports to use in making program-wide financial and resource decisions. 

Provides some budget oversight, control and execution for the assigned budget area.

Performs transactional duties in financial management. (funds obligation, journal vouchering, schedule reviews, reconciliations, and data entry) 

Assist with interagency coordination as required. 

Assist with program management of the Personal Services Contracting staff as required. 


Mandatory Requirements:

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret clearance.
  • Incumbent will be subject to random drug testing.
  • Overseas travel may be required.


To be considered for the position, applicant must have basic qualifications by meeting the following:

You must have one year of experience at a level of difficulty and responsibility equivalent to the next lower grade level in the Federal service. Experience for this position includes Preparing estimates of annual funding needs for one or more future budget years; Financial, budgeting, and accounting analysis for working capital fund using based costing methodologies for an information technology organization; Budget formulation and presentation; AND Budget execution and reporting to include writing/reviewing guides and/or SOP's (Standard Operating Procedures). 

Experience in contracting and acquisitions processing is strongly preferred.

Advanced proficiency in Microsoft Access database management is strongly preferred.

Notes: The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
