JOB DESCRIPTION

 

Duties:

 

Manager, Capital Projects (M3) Capital Infrastructure and Project Delivery (2 positions):

  • Lines and Interconnections – Interconnections Team Lead
  • Dam Safety and Programs – Programs Team Lead

 

Responsibilities include but are not limited to the following:

 

  • Lead and coach a team of 6-12 project managers with various experience levels to successfully track and deliver on a portfolio of Capital Projects and Programs.
  • The role will include drawing on internal and external multidisciplinary resources that include Stakeholder Relations, Indigenous Relations, Engineering, Environment, Finance, Regulatory, Properties, Operations, Legal Counsel, Safety, etc. to successfully deliver on a large portfolio of Capital Projects.
  • Specific to the Interconnections Team Lead:
    • The role will involve Customer Driven Transmission Load and Generator Interconnection projects throughout the Province.
    • Maintain close relations with the Integrated Planning Interconnections Managers, Customer Care, customers, and other stakeholders to anticipate and plan for upcoming projects and adjust in flight project priorities as required.
    • Participate with Integrated Planning in the process for the annual and quarterly release of projects and ensure there are adequate internal and external project manager resources with the appropriate skill set to deliver projects.
    • Provide expert advice and support to team members in the planning and execution of their Interconnections projects to ensure there are adequate strategies, budgets and plans for resourcing, procurement, regulatory, safety management, environmental management, quality management, risk management, Indigenous Relations, stakeholder engagement, etc. as required for achieving schedule, cost and other required performance indicators.
    • Supports the Directors and VP Project Delivery on BC Hydro Board of Director decisions related
  • Actively promote and support the development of team members through regular feedback and provide guidance and support for their personal development plans and year specific objectives.
  • Provide team leadership by collaborating with other Business Units and holding project teams accountable for project results. Remove barriers to project level issues and resolves escalations concerning project or resourcing issues. Encourage a “One Hydro” approach to teamwork by drawing on other’s successes and sharing best practices across BC Hydro.
  • Provide guidance on the Project and Portfolio Management (PPM) practice, project planning, supply chain strategies, problem-solving and work smart opportunities.
  • Support PPM compliance across the portfolio and may act as a Project Independent Reviewer. Ensures the quality of project documentation is aligned with the intent of the PPM Practice and reflective of the complexity and risks of the project.
  • Manage the flow and resourcing of staff and consultant project manager resources with the appropriate skill level to deliver the projects in the capital plan for the portfolio.
  • Supports the project team and may lead high profile, sensitive and complex consultations and hearings with customers, regulators, municipal and provincial government and crown corporations, interest groups, the public, and other stakeholders on a variety of issues of significant importance to BC Hydro.
  • Works with Project Services and Finance to ensure scheduling templates/processes and financial setup for interconnection projects are up to date and align with various incentive programs.
  • Travel to meet with operations staff, construction management, First Nations and stakeholder groups, in support of the project managers, during the planning, design and construction phases of a project.
  • Frequently represents BC Hydro as the “Contract Owner” or the “Hydro Rep” on construction or equipment contracts. Support project teams to reduce BC Hydro’s exposure to contract claims and participate in contract and claim negotiations with suppliers and contractors.
  • Review and approve time and expense claims, leave and rotation requests, travel requests, financial commitments and payments to Financial Approval Authority Policy (FAAP) limits.
  • Support the mentorship program as an active mentor and encourages mentoring relationships amongst Project Delivery.
  • Regularly meet as a management team (with colleagues) to discuss common issues, strategies, succession planning, development, lessons learned, workload, resourcing, recruitments, etc. to ensure a one-team approach and consistency across the portfolios, in leading people and delivering quality capital projects on time and on budget within Project Delivery.
  • Model the One-Hydro approach ensuring that decisions support the broader needs of the organization
  • to the delivery of Capital Projects.

 

Qualifications:

 

 

  • Bachelor’s degree in relevant discipline such as Engineering, Business, or Environmental Sciences.
  • Project Management Certification is preferred.
  • 9-12 years related experience in areas of expertise preferably within an electric utility or similar heavy industrial / capital intensive environment, with extensive project management knowledge, skills and experience as demonstrated by successful completion of major projects (>$50 million budget).
  • Ability to operate in a fast-paced dynamic environment, adjusting strategies in response to customer and BC Hydro requested changes that are often urgent in nature.
  • Exceptional, proven leadership ability in managing, motivating and developing a team.
  • Field experience engaging with facility/plant operations and construction management.
  • Extensive knowledge and understanding of BC Hydro’s business and the interdependencies of the various Business Units.
  • Expert knowledge of the PPM Practice.
  • Excellent report writing, communication, facilitation and negotiation skills.
  • Exceptional planning, organizational, analytical and problem-solving skills.
  • Ability to analyze projects at very early stages to provide anticipated schedule and cost information for communications with customers.
  • Demonstrated customer focus.
  • Specific to the Interconnections role, understanding of the Electric Tariff and Open Access Transmission Tariff sufficiently to guide project management decisions and support delivery of projects according to those Tariffs is advantageous but not a requirement.
