General Description


The Chicago Teachers’ Pension Fund has embarked on an exciting path to improve and modernize its business processes. We are looking for a dynamic, experienced and self-motivated program manager to lead our enterprise project management office (EPMO) and oversee the management of all strategic projects aligned to the Fund’s objectives. The EPMO is accountable and must be skilled in working with a broad group of internal and external stakeholders. The selected candidate will be responsible for all business aspects of project performance including the planning and execution of project activities and the management of project resources including the successful delivery and implementation of enterprise-wide modernization initiatives.

As the PMO, you will manage a team of EPMO Analysts and have the opportunity to work on several initiatives, including but not limited to:


  • Assessment and planning for the modernization of legacy enterprise pension and benefit processing system applications
  • Data quality improvements for improved accuracy and speed of business process and timeliness of finalized pensions
  • A secure Member self-service portalthat supports member engagement
  • The implementation of a new portfolio of applications that retain current system strengths while addressing identified gaps and weaknesses
  • A data warehouse solution for business analytics designed to improve benefit delivery cycle time and quality, create staff performance metrics and improve our members’ experience
  • Other modernization projects laid out in the technology long term roadmap
  • Technology infrastructure improvements
  • Managing Agile processes for multiple departments, where each department may customize the agile process to fit their needs


Primary Responsibilities:


  • Continued development of the project/program management framework and culture. Manage the program of projects with the objective of minimizing risk and maximizing return, with an eye toward the future strategy.
  • Provide an objective lens to examine project/program status and deliverables to Senior Management and Board of Trustees
  • Lead project execution, resource deployment, and overall leadership and coordination efforts to ensure projects achieve objectives and are completed on schedule and within budget
  • Facilitate the use of appropriate project management tools, practices, and templates. Ensure all projects support the overall program objectives. Oversee the maintenance of effective project work plans and drafts of required deliverables
  • Quickly develop and demonstrate a working knowledge of business areas, applications, and products, as well as an expert level of systems methodology understanding and use
  • Oversee the operational and administrative activities of cross-functional teams and business process owners and subject matter experts assigned to large projects/programs. Promote cooperation, negotiation, and communication among and within teams. Develop change strategies that promote acceptance of new tools and systems by key stakeholder groups
  • Oversee the prioritization of production and operational support along with projects.
  • Lead and coach the PMO team. Delegate work assignments and monitor delegated activities. Provide regular performance feedback, develop skill levels, encourage growth, and ensure cross-training of all key tasks.
  • Oversee and/or negotiate contractual agreements with business partners and external vendors, escalating issues when necessary, and have an understanding of the legal implications of the effort
  • Manage, develop, and process documents required for project approval/funding and project/program expenditures (capital budget/expense)
  • Effectively applying and monitoring governance policies and practices to project activities
  • Anticipate and resolve conflict situations to ensure win-win outcomes


Preferred Skills

  • In-depth experience in SDLC, Agile methodologies, design, and delivery of enterprise-wide solutions
  • Experience negotiating contractual agreements and understanding of the legal implications of the effort
  • Ability to effectively present information to top management, public groups, and/or the Board of Trustees
  • Ability to apply advanced analytical and mathematical concepts to business analysis
  • Strong critical thinking skills
  • Demonstrated commitment to work collaboratively with a variety of constituent groups, including staff, Trustees, legislative contacts, and consultants
  • Exceptional problem-solving capabilities; ability to identify problems, investigate, research data, establish facts, and draw valid conclusions



Education and Experience

  • Bachelor’s degree required, advance degree a plus
  • Project Management Certification (PMP) required
  • Experience in facilitating a diverse set of projects for many departments ranging from small initiatives to large scale projects
  • Excellent communication (oral and written) and interpersonal skills
  • Minimum 7 years of program/project experience in enterprise-wide, cross-functional project management roles, focusing on business application analysis, design, and business process engineering or re- engineering
  • Minimum 5 years of experience in managing staff in a Project Leadership or Management role with a strong background in team development.
  • Demonstrated ability to lead teams and deliver all phases of complex enterprise applications and/or systems assignments
  • Strong leadership capabilities, sound judgment, and the ability to work effectively with customers, vendors, leadership, and staff at all levels
  • High degree of emotional intelligence
  • Ability to build enterprise-wide relationships; skilled at influencing without authority: thrives on working collaboratively with functional partners
  • Extensive knowledge of enterprise applications
  • Experience with budgetary responsibilities
  • In-depth working knowledge and experience with project management tools, project methodology, techniques, and practices
  • Proficient in MSOffice Suite (Word, Excel, MS Project, Outlook, PowerPoint), Visio software programs
  • Must be able to work extended work hours during critical project times

Physical Requirements:

  • Lifting and moving up to ten pounds occasionally.
  • Sitting for long periods of time, some standing and repetitive physical activity


This job operates in a professional office environment. This role routinely uses standard office equipment (i.e., computers, phones and photocopiers).It is understood that a full-time exempt employee will generally work a minimum of 35 hours per week; however, in the scope of an exempt employee's normal jobwork outside the usual schedule is often required. This might include evening meetings, weekends, limited travel, or work hours well beyond 35 in a given week.
