Job Description

Position Summary

The Manager of the Enterprise Project Management Office is responsible for the process of selecting, monitoring, and assessing the status of Denver Water's project portfolio through a set of standardized enterprise project management processes, procedures, methodologies, and reporting. The Manager will ensure all projects across the organization are fully vetted, prioritized and aligned to Denver Water's strategic goals and objectives, evaluated for organizational capacity, and have set criteria for benefits realization. The Manager will work in close collaboration with the divisional Project Management Offices as well as key partners across the organization -- to ensure alignment of project management practices and methodologies in support of productive outcomes and results. This position acts as a business side partner and requires strong business acumen with knowledge and understanding of project management.

Supervisory Responsibilities

This position has formal supervisory responsibilities over other employees.

Essential Duties and Responsibilities

This position will work closely with the Financial Planning and Performance Director, the Chief of Finance, and the Executive Team to:

  • Oversee business case development and provide support by ensuring use of standardized templates and processes, and guide business requestors through the process as needed.
  • Lead and facilitate organization wide project selection, prioritization, and budget development, ensuring input from key stakeholders and the executive oversight committee, making recommendations to the executive team.
  • Provide organization wide resource and capacity plan using inputs from the divisional PMOs and facilitating a quality control check to ensure project selection is balanced with organizational capacity.
  • Oversee portfolio tracking and performance monitoring including dashboards and scorecard implementation to create consolidated and consistent reporting across the organization.
  • Oversee and report progress of large-scale programs and analyzes impact on business drivers at executive and/or board level.
  • Conducts value realization using the criteria identified in the original business case and report results to the executive team and Board.
  • Provide general project support to project managers and teams across the organization.
  • With assistance from Director, informally leads across work units ensuring coordination among functional units and key stakeholders.
  • Identify opportunities for projects that need change management and work with Learning and Organizational Development to ensure support is available and provided.
  • Provide thought leadership and uses influence to build consensus.
  • Provide coaching, mentoring, and training to create effectiveness, efficiency and consistency across the organization.
  • Review policies, procedures, and templates -- ensuring consistency, standardization, and documentation across the organization.
  • Identify best practices, helping develop methodologies and standards.
  • Monitor compliance with standards across the organization through periodic quality checks.
  • Participate in developing goals, objectives, systems, and budgets.
  • Performs other related duties as required.

Position Requirements

Minimum Qualifications

Education and Experience

  • Bachelor's degree from an accredited college or university with a major in Business Administration, Engineering, or Information Technology.
  • Minimum 5 years of related work experience, including experience in developing methodology and organizational processes change leadership and continuous improvement, and 2 years of supervisory experience.
  • Must have experience working with project portfolio management tools.
  • Must have experience with project portfolio management, business case rationalization and project selection and evaluation processes.
  • Any equivalent combination of certifications, education, or experience that provides the required skills, knowledge, and abilities for the position.

Licenses, Registration, and Certifications

  • Certification in PMP, PfMP, PMI-RMP, PMI-SP, Agile, Lean and/or other project governance certifications strongly preferred.
