ACCOUNTABILITY STATEMENT:

The Manager, Organizational Change Management (OCM) leads a team of organizational change management professionals to develop and deploy methodologies and tools across the organization to foster a culture of change readiness and adaptability. The Manager, OCM applies consistent and proven methodology for stakeholder engagement, employee communications, and the development and delivery of a wide range of end-user training materials. The role reports status and ensures that change management activities are integrated into all program plans, escalating issues and risks, and using team-oriented problem-solving skills to address. The Manager, OCM oversees the activities and deliverables of 2 Organizational Change Management (OCM) Specialists.  

MAJOR DUTIES/ RESPONSIBILITIES:

Design and lead the internal ONTC change management team as a “Centre of Excellence”, developing methodologies and tools for consistent application across ONTC.

  • Together with Corporate Services leadership team, design a governance and operating model where centralized change management expertise supports programs and departmental objectives across ONTC
  • Develop the required business processes required for the change management team to engage, collaborate with, and provide support and service to ONTC business units
  • Following defined business processes, actively connect with ONTC stakeholder groups implementing people, process, and technology initiatives to ensure integration of change management methodology, defining appropriate solutions and support available
  • Use leading people-focused practices and principles to create a results-oriented, evidence-based change management toolset supporting ONTC’s ongoing change readiness objectives
  • Design an ONTC-wide coaching and training program in support of ongoing change leadership competencies
  • Where the change management team supports an initiative with a defined role or deliverables, manage resource deployment and quality assurance with the related program team
  • Oversee implementations where required for new technology in support of ongoing knowledge and talent development (e.g., learning management systems, digital adoption tools)
  • Design an appropriate knowledge management repository for the change management toolset, considering the varied needs and accessibility constraints of all ONTC teams

 

Play a hands-on and defined Management role on internal ONTC projects to produce change management deliverables in line with the agreed upon scope.

  • Working closely with the assigned PMO team, and in some cases third party system integrators, ensuring that appropriate change management deliverables and timelines are reflected in the program plan
  • Managing sub-teams of change management resources and the change management project plan
  • Assisting the program team in defining an appropriate sponsorship and governance model for the program
  • Liaising with impacted department teams to capture unique business readiness requirements, feeding these into the appropriate change plans
  • Driving the creation, socialization, and ongoing updates to the change management strategy and related communications, training, sponsorship, and coaching plans
  • Leading change impact workshops and compiling results
  • Reviewing and approving major program change management deliverables such as strategy, plans, program communications, and training materials
  • Developing and distributing program communications, particularly those targeted towards Steering Committee or senior leadership teams
  • Reviewing and approving work of additional change management resources or related roles on the program team
  • Being a key point of contact, supporting ongoing awareness of the program to other ONTC business units
  • Attending and delivering weekly status reporting against the change management plan
  • Conducting weekly program meetings specific to change management with program leadership
  • Developing business processes and strategies for ongoing adoption as part of program sustainment (ongoing training and competency development, new hire processes etc).


Promote and develop an enterprise-wide culture of change management readiness and adaptability across ONTC.

  • In step with ONTC leadership, design a culture-change roadmap with engagement, communications, and training plans to move ONTC from change fatigued to change ready
  • Define and operationalize, along with ONTC business unit management teams, an organization-wide Change Agent Network fostering an ongoing culture of change readiness
  • Design and deliver a consistent program of educational and learning events across the organization to share ONTCs passion and tools for successful change implementations
  • Actively network with other change management professionals outside of ONTC in support of ongoing continuous improvement

 Reporting and Administration

  • Oversee the work of OCM specialists to ensure desired change management metrics are being captured and shared with ONTC leadership
  • Manage and communicate risks and issues to ONTC leadership
  • Fulfill additional ONTC management responsibilities as required including operating and capital budget plans

 

REQUIREMENTS:

  • Undergraduate university degree with background related to internal and external communications, adult learning and development, organizational design principles, or people-focused equivalent Business Process Design
  • Certification in a recognized change management program (e.g., Prosci), post-secondary change management program, or process programs such as LEAN Six Sigma
  • 5 years of exposure to programs involving broad business process and technology transformation, preferably with an enterprise-level scope, playing a key change management focused role driving and planning engagement, communications, and training
  • Expert-level written and oral communication skills, considered a passionate protector of standards and professionalism in all forms of content
  • Experience managing the curriculum development, logistics, deployment, and evaluation of end-user training content in both process and technical implementations – ideally including exposure to a Learning Management System (LMS)
  • Experience with project management methodologies such as PMI, PMBOK, Waterfall, and Agile, including the development, update, and reporting against detailed project plans (ideally using Microsoft Project)
  • Considered an expert user of PowerPoint, Excel, Word – especially in the context of designing end-user training and communications materials and creating tools and templates for ongoing use
  • Intranet design and digital content development experience
