The PHAI is a federal initiative to clean-up low-level radioactive waste situated in the Municipality of Port Hope and the Municipality of Clarington.  The project involves remediating a large number of contaminated sites to establish clean-up criteria and consolidating the wastes in a new engineered mound (one in each community). The Port Hope portion of the PHAI Project is executed in close coordination with the Cameco Vision in Motion renewal project and the Municipality of Port Hope’s harbour front remediation project.  The PHAI Project has a very high public profile and is a top priority for the Government of Canada and the Port Hope area communities.

The Manager, Port Hope is accountable for the complete delivery of large-scale, high-risk, project of critical significance to the ongoing success of the PHAI Project, characterized as multi-year in duration, often involving substantial safety and licensing requirements with many internal and external regulatory interactions, contracts requiring substantial negotiation of terms and conditions, having many work packages, resources and interfaces to manage, and involving a significant financial commitment (more than $500 million). Remediation to include the excavation/removal of LLRW soils and other materials from the properties and their placement/management in an engineered mound located in Port Hope.

The Manager, Port Hope LTWMF:

  • has within each phase, knowledge and experience in applying the processes for initiation, planning, executing, controlling and closing is required.

  • has an extensive understanding of federal licensing regulations, nuclear codes and standards, and environmental regulations and standards.

  • has extensive knowledge of the interrelationship of the outputs and interdependencies of those functions engaged to provide project activities of CNL’s project management

  • has extensive knowledge of processes related to strategic planning, human resources, and the management of people.

  • has strong general management skills, including planning, budgeting, resourcing, time management, negotiation skills, contract management and administration, and progress reporting for an executive audience.

  • is accountable for leading a team of CNL staff, consultants and contractors in the construction and operation of the Port Hope LTWMF site; as well as remediation of the existing LLRW upon the site.S/He has responsibility for planning and managing the LTWMF and Remediation scopes of work which includes:

  • using extensive knowledge of business and management principles, manages all aspects of project planning, budgeting and resource allocation, through discussions with HWP management to define the scope of the project, deliverables and timing. Builds and sustains large project teams, and sets priorities /clarifies goals.

  • reviews and approves work breakdowns, cost estimates, baseline schedules and project changes.

  • authorizes project expenditures and procurement requisitions; e.g. purchase orders, invoices and expense claims within higher limits of authority.

  • manages the collective and individual performance of large project team members, (typically more than a dozen contracted, seconded and/or CNL staff) through the establishment of project-related performance objectives, and the provision of both formal and informal performance feedback (appraisal) mentoring and guidance to ensure project(s) success.

  • motivates project team staff to deliver quality results on time and on budget, and coaches/mentors others for success.

  • defines roles and responsibilities, and manages performance, including discipline, appraisals and merit allocations. Provides constructive feedback including disciplinary action if required or the termination/re-negotiation of external contracts.

  • secures external and internal resources to execute the project.

  • establishes and controls the project scope and manages the risks.

  • approves project scopes of work and determines project priorities and the division of responsibilities.

  • establishes and administers project budgets and schedules, and approves changes to them.

  • manages and reports on project performance to senior management and other stakeholders.

  • participates in management team meetings related to project performance, priorities and staffing.

  • executes the procurement strategy for LTWMF and Remediation and making revisions as dictated by the Port Hope Project plan insofar as developing the contracts for executing the scopes of work.

  • reports and tracks Contractor schedule, milestone and financial performance against the Port Hope Project plan.

  • understands and implements substantial safety and licensing requirements with many internal and external regulatory interactions, contracts requiring substantial negotiation of terms and conditions, having many work packages, resources and interfaces to manage.The Project is expected to have a budget of approximately $200 million.

  • leads the processes for project planning, objective/milestone tracking, and progress reporting, to the satisfaction of the Director, Project Delivery, General Manager, HWP MO, and Project Sponsor.

  • manages the implementation of systems and tools that promote high standards and consistency in the way project outputs are documented, communicated, and periodically reviewed and assessed.

  • manages and oversees the implementation of Project Management requirements as stipulated in the contract documents.

  • coordinates the systematic review and sharing of experience among the project’s participating organizations.

  • identifies project risks and barriers and the development of strategies.

  • frequently communicates with the Director, HWP Waste Management Operations, the General Manager, HWP MO, and other senior management on progress, issues, barriers and solution strategies.

  • frequently communicates with the Communications & Stakeholder Relations team, providing and receiving input, participating in public relations events as needed.


The Manager, Port Hope LTWMF:

  • has a degree from an accredited university in a discipline relevant to project management, engineering, or equivalent, and a track record for leading large projects from definition, investigation, design, budgeting through to construction.

  • has at least ten (10) years of progressively responsible project experience, or equivalent combination of education and experience, in a senior or lead project capacity.

  • has extensive experience in managing large teams and budgets through complex multi-stakeholder environments

  • has demonstrated experience in applying all of the nie (9) project management knowledge areas (Scope; Cost; Time; QA; Communications; Human Resources; Risk; Procurement; Integration).
  • has demonstrated experience in all of the typical phases of a project lifecycle (e.g., Project Definition, Concept Development, Detailed Design, Construction, Commissioning, and Decommissioning phases).
