Northrop Grumman, Mission Systems is looking for a Manager, Programs Level 1 to support the Transformational Computing Operating Unit. The individual will be part of a rapidly growing business area focused on groundbreaking technologies and their application to critical customer missions. The primary objective will be the delivery of all contractual requirements within cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. This will be realized as a Cost Account Manager (CAM) for a significant research & development program.

This individual will be responsible for daily operations of a team or work unit (direct supervision of the staff, assignment of work, schedules, day to day workflow, and operating costs). Program Manager responsibilities include: cost, schedule, and technical performance of a specific unit or work package on a system development-type contract or broad responsibility for all aspects of program performance on a delivery order or technical services-type contract.

This Program Manager would lead or support:

+ Control Account Manager
+ Establishing milestones and monitoring adherence to master plans and schedules, identifying program problems and obtaining solutions, such as allocation of resources or changing contractual specifications.
+ Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
+ Thorough risk & opportunity management to include identification, mitigation and realization
+ Addressing workforce planning and development, as needed

**Basic Qualifications:**

+ Bachelors Degree and 5 years, or Masters and 3 years experience supporting Government contracts and/or project management in other industries
+ Demonstrated success leading teams/and or organizations to achieve a common goal
+ The ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.
+ The ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.
+ The ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all of the work required and only the work required is performed.
+ The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.
+ _TS/SCI clearance or the ability to attain one._

+ The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.
+ The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives.
+ The ability to define, document, analyze, trace, prioritize, and confirm requirements throughout the entire program life cycle.
+ The ability to address program uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program.
+ TS/SCI clearance.

Salary Range: $114,200.00 - $171,200.00

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
