POSITION SUMMARY

The Manager, Project Management Office position requires leadership in both business analysis and project management functions. The role is responsible for the overall management of the Information Technology Project portfolio and ensuring all projects are delivered using a “best-practice” project delivery approach and delivered within the agreed scope, time, cost and quality. This will be achieved through collaboration with business stakeholders and technical staff to gather and translate business requirements into technical definitions which will be used for implementing a solution that aligns with the CHA’s overall strategic objectives.

It is critical that this individual have strong verbal and written communication skills with the ability to effectively convey information to audiences of varying technical aptitude and organizational levels.  This individual must have the ability to lead people, gain consensus and foster teamwork among the various technical and business groups.                      

DUTIES AND RESPONSIBILITIES

  • Oversees the business analysis and project management of major projects. Proactively identifies projects and programs throughout the organization that can benefit from PMO support and consults with stakeholders to prioritize projects in alignment with strategic goals.
  • Establishes/enhances processes to manage all programs/projects/work streams effectively. Provides leadership and guidance to the Business Analysts and Project Managers for traditional and Agile project management framework. Establishes industry standard processes and techniques for scoping/requirements gathering and project management. Verifies and validates the program/project plans, ensuring adherence to standards and alignment with the vision.
  • Guides the PMO teams in continually managing project expectations. Identifies risks, oversees development of mitigation strategies, and provides objective reporting to stakeholders. Collects, analyzes and reports on project successes, hurdles and failures, including lessons learned, to improve management and delivery of future projects.
  • Oversees development of RFPs, vendor selection process and subsequent Statement of Work development. Responsible for hiring, development, evaluation and performance management within the department. Maintains an environment to support professional development and growth of employees to their fullest potential.
  • Work with the Director, ITS to implement project management and business analysis best practices, standards, processes and tools within the Information Technology department. Maintain an in-depth knowledge of project management and business analysis methodologies and tools and make recommendations for improvements. Maintain awareness of new and emerging project management and business analysis technologies and their potential applications.

Requirements

Bachelor’s degree in business or Information Technology and a minimum of Ten (10) years of project management and business analysis experience in IT fields, or the equivalent combination of education and experience; PMP’s preferred.

Thorough understanding of project management and business analysis skills, tools, techniques, and formal project methodologies; thorough understanding of how to interpret customer business needs and translate them into application and operational requirements;

Demonstrated excellent interpersonal, communication and leadership skills focusing on consensus building, facilitating collaboration between IT, the business units and the vendors, conflict management and change management,

Proven success as a supervisor, coach and developer of professional staff

Able to continuously assess performance, research and develop new capabilities, and systematically apply learning and knowledge to the projects

Successful track record in implementing/enhancing project management process

Professional credentials highly preferred (such as PMP, Six Sigma, Scrum)

Strong knowledge of the entire Software Development Lifecycle and/or the Agile Software Development Project Management Methodology.

Understanding of Public Housing and Housing Choice Voucher Program business and processes preferred.

Working knowledge of core systems (i.e., Yardi, Lawson and SharePoint) preferred.
