Position Summary:

The Manager, Project Portfolio Management, has a high level of autonomy and responsibility for planning, coordinating and overseeing the flow of portfolio initiatives including work assignments for a team of project portfolio managers and/or project manager, using Lean Agile and traditional methods.

 

Essential Functions:

 

  • Responsible for managing staff, including hiring, goal setting, planning and delegation of work, training and development, coaching/mentoring and completing performance evaluations.

  • Actively manage the performance of all Enterprise and IT Lean Portfolios of Initiatives, Projects and Epics. Evaluate program performance metrics and develop frameworks that enable and enhance steering committee and governance team capabilities for sound economic decision-making. Support Program Management with development and execution of rolling wave roadmaps and enterprise portfolio reporting. Manage new initiative process, portfolio prioritization/calibration and impact analysis.

  • Manage and continuously improve the annual planning process to ensure compliance while evaluating initiatives and projects for alignment to enterprise strategy and financial investment.

  • Manage the compliance function and oversight of individuals, teams and external stakeholders on adherence to Lean Agile and Lean Portfolio Management practices and principles as well as project / program management standards and controls.

  • Manage administration of Project Portfolio Management systems, standards and controls; Agile Product Lifecycle tools, data, and artifacts, and any other related tooling components; development of methodologies, tools and techniques.

  • Facilitate meetings and large planning events that include all levels of the organization - Governance, Portfolio & Program Management, Lean Portfolio Management, Content Planning, Annual Planning, and other related activities.

  • Manage new initiative intake process, portfolio prioritization / calibration and impact analysis.

Requirements

Knowledge, Skills & Abilities:

 

  • Advanced knowledge of the Scaled Agile Framework and/or experience with Agile at scale

  • Advanced knowledge of Lean Agile and Kanban methodologies

  • Advanced knowledge of traditional Project Management tools, techniques and processes including terminology

  • Knowledge of both IT and Business subject matter

  • Solid knowledge of financial metrics and application to project management

  • Sound business acumen; ability to formulate hypotheses and use data to validate or invalidate

  • Ability to develop and maintain strong working relationships at all levels; navigate an organization and leverage relationships to achieve and influence results

  • Advanced understanding of corporate environment, objectives and knowledge to propose solutions for their achievement

  • Demonstrated ability to understand and interpret Agile and traditional metrics to improve performance

  • Ability to organize and prepare data for effective decision making

  • Strong verbal, written and presentation skills including public speaking facilitation

  • Ability to manage/lead team to meet established goals, objectives and work plans

  • Strong strategic and critical thinking abilities, advanced problem solving skills, tactical planning abilities and strong leadership skills

  • Advanced portfolio management skills with demonstrated ability to coordinate activity at an Enterprise level

  • Experienced user of Traditional Project Portfolio Management (PPM) systems and Agile Product Lifecycle tools.

  • Ability to mentor and coach staff in project portfolio management processes and techniques.

  • Advanced abilities for coaching, counseling or training staff, directing the work of others, conducting hiring, performance management, goal setting and review process with demonstrated skill in managing conflict resolution, organizational influencing & negotiation.

  • Ability to develop and maintain strong working relationships at all levels; navigate an organization and leverage relationships to achieve and influence results

 

Required Education and Experience:

 

  • Bachelor’s Degree in Business Administration or Information Technology OR 4 years relevant experience, OR a combination of college education and relevant experience equivalent to 4 years

  • PMP Project Management Professional (PMP) Certification

  • 8 or more years of project manager experience to include 5 years in a lead project or program management capacity and/or equivalent experience and expertise with project portfolio management

  • 5 or more years of supervisory/managerial experience with focus on developing teams and acting as servant Leader for groups of empowered individuals

  • Experience implementing and/or overseeing a formal project management approach, developing methodologies and associated standards and controls

  • 1-3 years of experience leading or supporting a Lean Agile transformation that valued taking work to teams vs. teams to work

 

Preferred Experience:

 

  • Agile Certifications: SAFe Program Consultant (SPC)

  • Experience in strategic and annual project / financial planning

  • Experience in Property & Casualty Insurance

  • Experience in an organization using the Scaled Agile Framework

  • Experience with tools, such as Agile Central (Rally) & CA PPM

  • Familiarity with an IT organization

  • MBA
