Reporting to the Director, Office of Transformation and Strategy, the Manager is responsible for managing, providing leadership and direction while championing change enterprise-wide. The Manager contributes to the development, planning and implementation of strategies and goals that support service level standards and continuous improvement, and drives for results that are aligned with the Corporation’s strategic vision, direction and values. The Manager is responsible for planning, budget preparation, administration and fiscal management. The Manager reviews related business metrics to develop and implement appropriate strategies and coaches and develops staff, providing encouragement, inspiration, guidance and support in long-term career growth and assists staff in reaching individual goals and overcoming challenges. The Manager champions the City’s core values of Respect, Accountability, and Dedication, with a core focus on delivering Service Excellence.

As the manager for the City of Vaughan's strategic planning and performance measurement initiatives, responsibility includes coordinating, facilitating, supporting the development of Vaughan strategic directions with internal and external stakeholders including but not limited to Members of Council, Senior Management Team, Staff, citizens, business community, service clubs, youth and seniors. Monitors the Strategic plan’s performance through the development and oversight of a corporate-wide oversight team and monitoring of corporate performance measures against targets.

Identifies critical issues, opportunities, strengths and threats. Provides leadership for the City's corporate business planning process through the continuous improvement of business planning methodologies and develops resources and training for all city staff on an annual basis. Supports departments in developing yearly business plans and monitoring them on a quarterly basis.

Liaises and provides expertise and guidance to Members of Council, Senior Management and senior staff as requested; participates on corporate and cross-departmental project teams and provide leadership where required.

Provides leadership on the corporate-wide approach to data and analytics and the use of corporate performance measures. Supports departments in the development of performance dashboards in order to enable the organization to leverage data for decision-making.

The Manager also prepares Council and Committee reports/presentations; attends Council, Committee and community meetings and events as required; provides expertise and guidance to staff on issues, reports and matters requiring the Director’s and City Manager’s attention; and, champions the Vaughan strategic plan and related initiatives and the City's mission and values by enhancing the level of thinking and insight injected into the strategic planning, corporate planning and performance measurement processes.


Qualifications and experience:

  • University Degree in Public Administration, Business Administration, Strategic Management, Finance or suitable equivalent.
  • Minimum of seven (7) years’ progressive leadership/management experience, including five (5) years of supervisory experience, preferably in a municipal/unionized environment.
  • Experience in leading and implementing strategic planning projects within the municipal or broader public sector.
  • Experience in developing performance measures, KPIs and reporting formats.
  • Dynamic skills in facilitation, communications, collaboration, project management, presentation, problem solving, stakeholder engagement, visioning, goal setting, critical thinking and continuous improvement.
  • Ability to exercise sound judgment and solve problems based on consideration of all critical factors, including long and short-term impacts.
  • A results oriented individual, with experience in developing sound methodologies for deriving insights and a keen interest in policy and process frameworks.
  • Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize quality and cost-effectiveness of delivery of business areas.
  • Demonstrated ability to lead, coach and build cohesive and motivated teams; pro mote collaboration, team processes, learning and development opportunities for staff.
  • Proven ability to manage conflict, effectively problem solve, be capable of working under stressful conditions as well as possess organizational and analytical skills and abilities.
  • Ability to inspire others to persist and strive for excellence, take measured risks and participate with enthusiasm during periods of complexity and/or change.
  • Ability to plan, organize, prioritize an d balance multiple responsibilities, shifting priorities, regular workflow interruptions while maintaining a positive attitude.
  • Excellent analytical, problem solving, interpersonal, communication and negotiation/mediation skills.
  • Ability to analyze issues and problems, evaluate alternative solutions and develop sound conclusions, recommendations and courses of action.
  • Demonstrated knowledge of financial operating and capital budgets and business planning processes.
  • Knowledge and proficiency in Windows environment using Microsoft Office Suite.
  • Knowledge of, and demonstrated ability in the City’s core and leadership competencies and relevant functional competencies.
  • Ability to conduct oneself in a manner bestowing tact and diplomacy in a political environment, and when dealing with sensitive/confidential or controversial topics.
  • Possesses a valid Ontario “G” Driver’s License, in good standing, with access to a reliable vehicle for corporate use.
