The National Park Service seeks an experienced Project Manager to join a fast paced team working with some of the nation's treasured assets - roads, trails, buildings and utilities in Mount Rainier National Park. With over 1.5 million visitors a year, the work has a big impact. You will supervise a historic architect, landscape architect, and engineer, and work with park teams to complete work in a demanding landscape, and protect resources for continued public access.

The incumbent serves as the park's Project Manager, providing project management and professional advice and guidance on the planning, designing, constructing, expanding, rehabilitating and/or re-purposing of existing and/or new structures, facilities and assets. This position reports to the Chief of Facilities Operations and Maintenance and supervises an Engineer, Historical Architect, and Historical Landscape Architect. Your major duties will include:

- Collaborate with staff from all park divisions to help analyze the problems or needs of all park assets.

- Create basic project outlines and budgetary cost estimates internally and with the support of technical staff or develop and utilize contracted agreements with Architect/Engineering (A/E) services to do this.

- Assist with the development of schematic design alternatives that meet the requirements determined during pre-design.

- Participate in the design process for new facilities, modifications to existing facilities, and cyclic maintenance, repair and/or restoration of facilities. These include but not limited to: rehabilitating visitor centers, developing campsites, replacing lodging facilities, constructing employee housing, replacing water and wastewater systems and treatment facilities, relocating underground utilities, reconstructing roads, removing and replacing bridges, rebuilding trails, constructing parking and bus facilities, removing or reusing administrative structures, and restoring many acres to natural settings.

- Engage in training to acquire and continually maintain a COTR level II certification for the duration of the appointment and ensure that the credential is verified in FAITAS (or the current credential verification system).

- Key participant in the park's development of the short term and long-term strategic operations and project plan for the park.

Requirements

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. You may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 1-2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

 

Qualifications

All qualifications must be met by the closing date of this announcement-10/02/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience at or equivalent to the GS-11 level in the Federal service or equivalent experience in the private or public sector as a professional ENGINEER or ARCHITECT; overseeing design, preparation or review of project plans for construction or maintenance of buildings, facilities, bridges, roads or major structures.Examples of specialized experience may include, but is not limited to; performing project management of engineering work, determining specifications and scope of work of construction and facility management operations, establishing inspection requirements and performing site surveys of construction or maintenance work, providing expertise on technical engineering or architectural methods.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Basic Education Requirements:
Basic Education Requirement for the General Engineer GS-0801 series or Civil Engineer GS-0810 series;
Successful completion of a bachelor's degree in professional engineering from a school of engineering with at least one curriculum accreditation by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.

Successful completion of a bachelor's degree in professional Engineering which included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Successful completion of a combination of education and experience--college-level education, training, and/or technical experience which includes evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the test for processional registration, which is administered by the Boards of Engineering.

-OR-

Successful completion of a combination of education and experience - college level education, training and/or experience which includes 60 semester hours of courses in the physical, mathematics and engineering sciences and in engineering that included the courses noted in the basic qualifications of the announcement.

Successful completion of a combination of education and experience - college level education, training and/or technical experience which includes successful completion of curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field may be accepted in lieu of a degree in engineering, provided that the applicant has had 1 year of professional engineering experience acquired under processional engineering supervision and guidance.

Successful completion of a bachelor's degree or higher in landscape architecture or landscape design.

Successful completion of a combination of education and experience for each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. Non-degree applicants typically must have experience or study that included site planning; layout of circulation patters; grading and drainage plans; planting plans; collaborating with architects and/or engineers; and the supervision or review of landscape construction. NOTE: The following kinds of experience are not acceptable as professional landscape architectural experience: routine drafting or developing of plans where original investigation s or designs are not involved; laying out or executing illustrations in black and white or in color; nursery work involving the propagation of trees, shrubs, vines; experimental horticultural or landscape, gardening; breeding, testing, propagation, culture, and production of plants, flowers, trees or corps; forestry work involving the management of forest resources for the continuous production of timber, water, forage and other forest values; architectural and engineering work limited to the design of structures; work in city and community planning that relates primarily to the broad social and economic growth of cities and communities and the organization of community service and facilities.

Basic Education Requirement for the Architect GS-0808 series;
Successful completion of a bachelor's degree in architecture or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of material and methods of construction and environmental control systems.

Successful completion of a combination of education and experience - college level education, training and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical of the architectural principles, methods, techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (a) related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the complete course work in architectural engineering provided knowledge, skills and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively)intended to house human activates. The courses required for a degree in architecture generally place emphasis upon planning, esthetics and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. (b) Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience e is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

To meet the basic education requirement, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS), to a different location at least 50 miles away from the one where his/her position of record is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another Federal agency and who does not meet the conditions under 5 CFR §575.102 are not eligible for a recruitment incentive.

Physical Demands: Work is mostly sedentary, with some walking in the parks during scoping and pre-design activities, and at construction sites during field orientation, and final/post inspection phases. Because of project demands, considerable personal stress is ever-present. Requires some walking over rough, uneven, rocky terrain or slippery surfaces. The office portion of the job is usually sedentary and will involve the usual amount of sitting, walking, standing, and bending associated with office and work, informal meetings, and use of office equipment such as computers and copying machines.

The field portion of the job will include driving, hiking, and carrying equipment. Thus the employee will occasionally carry a heavy backpack (up to 50 lbs) and hike over rough,uneven, rocky terrain or slippery surfaces. Work requires the operation of a motor vehicle on steep mountainous roads. Incumbent must be able to perform occasional travel assignments.

Working Conditions: Work is performed in an adequately lighted and climate controlled office as well as in the field. Occasional visits are made to contractor sites for monitoring and inspecting projects. For onsite visits, incumbent is exposed to inclement weather, hazards typical of construction areas, and in mountainous terrain which may be snowy. Use of protective gear such as hard hats and work boots in construction areas is required. Field work includes exposure to extreme weather conditions,steep and uneven terrain, pesticides, biting insects, and wild animals. Office work will require the ability to sit for extended periods of time working at a computer. Work occasionally includes travel to different sites over long distance and exposure to extreme weather conditions (i.e. rain, snow, fog).
