Northern Region Capital Outlay Project Manager

This position will be based out of one of three VDOT Districts: Culpeper, Fredericksburg, or Northern Virginia.

The Virginia Department of Transportation (VDOT) is seeking a suitable candidate to fill the Capital Outlay Project Manager in the Northern Region of Virginia. Capital Outlay’s mission is to support VDOT by providing facilities which are safe; cost effective, and provides an efficient work environment for the Department’s employees and the general public.

This position will manage administrative aspects of design; assist divisions, localities and other State Agencies statewide with developing a scope of work for building construction documents review; preparation of bid documents; construction and project close-outs; and manage administrative, scheduling, operational, and programming activities for VDOT’s non-capital building projects.

The ideal candidate for this position will be results driven and have analytical thinking skills beyond just checking boxes on written procedures; a problem solver and have demonstrated experience and desire to proactively drive for meeting project deadlines and meeting all of the project objectives; a collaborator that can manage a diverse and dispersed team of professionals to include but not limited to the district, Central Office (CO) personnel, and contractors; experience in design and construction; familiar with Commonwealth policy and BCOM policy and building codes; experience with Capital projects; and experienced enough to challenge others by finding alternative paths forward when necessary.

Experience managing administration of capital outlay programs and professional service contracts. Knowledge of laws, regulations, policies and practices related to capital outlay management. Ability to plan and direct major construction projects. Progressively responsible experience managing and administering the design and construction of building facilities. Ability to analyze technical problems and make necessary corrections as well as provide technical guidance to others. Ability to gather and interpret data, reach logical conclusions and present findings and recommendations. Ability to communicate effectively orally and in writing with internal and external customers. Skill in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Skill in the use of computers and web based applications.

Preferred:

Bachelor’s degree in Architecture, Structural Engineering or Construction Management or related field preferred; equivalent experience or training may substitute for degree.

Professional Engineer or Architect License preferred.

Special Requirements:

This position requires a fingerprint based criminal history background check. This position requires a DMV record check. This position requires occasional in-state and overnight travel.

Selected candidate will be able to work out of one of three VDOT District locations – Culpeper, Fredericksburg, or Northern Virginia.
