We are recruiting for a performance measurement analyst to provide technical support in the operational delivery and improvement of the Highway Division's statewide performance measurement process. The business lines and processes we support include transportation project delivery operational and program effectiveness, employee safety, personnel management, risk management, and more.

Duties and Responsibilities:
  • Assist in monitoring and tracking program and operational data and make recommendations based on findings.
  • Participate in the development of Highway Division and agency performance measures.
  • Integrate performance measures and their use into business processes.
  • Test, audit, and validate system improvements to implement performance measures.
  • Train staff on methods of developing performance measures and collecting and using performance data.
  • Evaluate compliance with performance measurements, prepare findings, and recommend actions to management.
  • Provide statistical analyses, data visualization, data cleaning and table manipulations, and other products.
  • Automate performance reporting for the Project Delivery Leadership Team and Highway Management Team Quarterly Business Review.
  • Learn and apply deliberate and systematic approaches to performance measurement.
  • Assist in facilitating measurement development teams.
  • Develop and maintain a performance measure database dictionary.
  • Conduct data quality/integrity assessments of performance measurement data sets.

  • Knowledge and experience related to designing and implementing performance measures.
  • Experience using data analysis and visualization software.
  • Demonstrated problem solving skills.

Requirements

Minimum Qualifications:
A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and two (2) years professional-level evaluative, analytical and planning work related to performance measurement or data analytics activities.
OR
Any combination of experience and education equivalent to five (5) years of experience related to performance measurement or data analytics activities.
 
Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).
  

Working Conditions:

  • Standard office environment using personal computer and other office equipment. 
  • Occasional travel required, including infrequent out-of-state and overnight travel.
  • Extended and flexible work hours and evening meetings may be required.
