This position will have the primary responsibility to assist in the oversight of the portfolio management process within the Office of the Chief Information Officer (OCIO). The position will require administrating and coordinating all programs and projects and provide overall enterprise resource planning and guidance. BART's OCIO continuously has a significant backlog of enterprise project requests. This position will manage intake and demand management processes and provide program management and expertise. The position will oversee the interdependency of IT portfolio programs and projects to monitor the efficiency and effectiveness of the portfolio, business performance,  and project outcomes to maximize solution delivery.

The ideal candidate will demonstrate the following criteria beyond the minimum qualifications:

  1. Broad technical management experience in multiple areas of IT including Enterprise Resource Planning (ERP), Finance, Portfolio and Program Management, IT Services and Business Operations in a large agency environment.
  2. Experience in developing and implementing Project Management Policies &Procedures within a large IT organization.
  3. Leading efforts to improve processes with appropriate qualitative and quantitative measures while leveraging established IT governance guidelines and industry benchmarks within an established department.
  4. Experience within a Project Management Office (PMO) managing portfolios, governance structures, long-range plans and complex.
  5. Board experience in the design and development of strategy and plans, and identifying improvements, to project, program, or portfolio execution, and monitoring and control activities across portfolio.  Ability to maintain a strategic focus and manages complex inter-project relationships.
  6. Excellent communication skills, including the ability to make clear presentations, produce concise technical and administrative reports, and explain complex/technical issues to BART management, and Executive Staff.
  7. Desired PMP, Prince2 or PgMP, and experience with project management software
  8. Desired skill in – Project Management Software, and Microsoft Project



A Bachelor’s degree in computer science, information management, business administration or a closely related field from an accredited college or university.


Five (5) years of (full-time equivalent) verifiable professional information technology portfolio management experience.  Two (2) years of experience must have included leading information technology project management teams.


Additional experience as outlined above may be substituted for the education on a year-for-year basis. A Bachelor’s degree is preferred.

Office environment; exposure to computer screens.

Physical Conditions:

Requires maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time.

Salary Details

$115,426 - $178,912 Annual Salary (Non-Rep Payband 9)
