ABOUT THE OPPORTUNITIES

We are looking to fill a range of exciting roles to support various functions across the Property and Construction Division.

The Property and Construction Division employs staff with a variety of career backgrounds and skillsets and supports ongoing development through mentoring and professional learning. The work of the Division provides exposure to a wide range of stakeholders across the Australian Government and state and territory governments and private sector, with opportunities to work closely with commercial partners.

There is diverse work within the Division ranging from property projects (such as remediation, conservation, and capital works), property policy, legislation, data and Whole-of-Australian-Government property leasing and facilities management. ABOUT THE BRANCH & SECTIONS

The Property Policy team and the Land and Public Works team in the Policy and Analysis Branch are responsible for policy, guidance and advice on Whole-of-Australian-Government property policy and legislation. This includes the:

·         Commonwealth Property Management Framework (RMG 500)

·         Lands Acquisition Framework (RMG 501)

·         Lands Acquisition Act 1989

·         Commonwealth Property Disposal Policy

·         Public Works Committee Act 1969

·         Australian Capital Territory National Land (Leased) Ordinance 2022.

The Property Data team is responsible for Australian Government property data, analysis and reporting. This includes the implementation of the Property Data Strategy, and management of the Australian Government Property Register. The team is also responsible for the publication of the Australian Government Office Occupancy Report.

We engage regularly with stakeholders across governments and the private sector on Australian Government property matters. Developing key relationships with stakeholders to support our understanding of the strategic environment enables us to influence property outcomes and provide robust advice to government and stakeholders on their legislative and policy obligations.

Property Policy team

We undertake research and analysis to generate strategic property policy options to ensure the property policy framework can respond and support the APS to achieve broader outcomes, while demonstrating proper use of resources.

We review property policy and legislation that Finance administers to ensure it remains relevant and fit for purpose and are responsible for implementing the legislative, policy and administrative reforms of the Lands Acquisition Act 1989 Review.

We support leadership and direction-setting on strategic property issues, through our Secretariat role managing two SES forums – the Property Engagement Group (SES Band 2) and the Property Reference Group (SES Band 1).

Land and Public Works team

We provide advice and support to entities relating to the acquisition and disposal of interests in land (for example, around purchasing and selling land, and access to Commonwealth land for mining exploration). This involves interpreting legislation and policy, engaging with legal advisers, and preparing a range of written material including ministerial submissions and email advice to entities.

For National Land administered by Finance, the team’s work also includes managing proposals for the variation of existing National Land Crown leases and requests for the revocation/declaration of the National Land status applicable to land in the ACT.

Property Data team

The Property Data team manages all aspects of Property data, including data management, analysis and communication. We are embarking on a change program including building a new data model to simplify data compilation and updating our current systems. Data management roles will be required to assist in systems design and the procurement and project management for large data projects.

Our data is often quite technical, but we want to reach a wide audience. We make our reports accessible by telling a story through a mix of written word, interactive data and data visualisations.

ELIGIBILITY:

§  To be eligible for employment with the Department of Finance (Finance), applicants must be an Australian Citizen at the time of this vacancy closing.
